Sabang and Puerto Galera
Almost everyone comes the same way: a bus from Manila to Batangas Pier, then a boat across the Verde Island Passage. The boat no longer takes you to Sabang. Public bangkas to Sabang, White Beach and Talipanan were banned and stopped, Sabang's own pier is out of use, and scheduled ferries now land at Balatero, with Muelle kept for private and resort boats; from either you finish the journey by jeepney or tricycle over the hill. Three layers of money catch people at the pier: the ticket, a Batangas terminal fee that doubled during 2026, and Puerto Galera's environmental fee on arrival. Sabang itself is a dive town – about 35 shops, every site within ten minutes by banca, four dives a day – so the boats on its beach are dive boats and island-hopping bangkas, not transport. When the sea shuts the crossing, the way out is the road to Calapan and a ferry from there, which is also the road to Roxas and the Caticlan boat for Boracay.

9 ways of moving, each with its rule
We confirmed seven ways of moving to, from or around Sabang: four by water, two by road and one hired or on demand, from 47 sources. Two entries are not a service at all but a rule that decides whether travel happens: a permit, a closure, a border, a season or an authority's say-so. One of them runs only on demand or when the seats are full, so there is no timetable to show; the rule is written where the timetable would be.

By water
Batangas Pier to Balatero: the fastcraft

Manila buses set you down in an open lot beside the port. Walk past the porters and touts and go to the official ticket windows in the terminal – anyone who intercepts you saying the boat is about to leave will overcharge you or take your money. Three companies run fastcraft to Balatero: Island Water (a Shogun Ships subsidiary), Galerian Water Transport Services, and Montenegro Shipping Lines. All three land at Balatero, about 10–15 minutes from White Beach and 20–30 minutes from Sabang. Buy a return ticket – coming back on a Sunday without a reservation can strand you. Take something warm for the air conditioning and something for seasickness; this crossing gets rough where the tides meet.

Batangas Pier to Balatero: the RORO ferries, and vehicles
Batangas Port to Balatero Port, carrying cars, motorbikes and bicycles
Slower and cheaper than the fastcraft, and the only way to bring a vehicle to Puerto Galera. Montenegro runs one RORO each way daily. Island Water runs the MV Island Simara with three classes. Atienza InterIsland Ferries runs a weekend-only RORO. Look for the RORO windows at Batangas Port – they are separate from the fastcraft counters. If you are driving from Manila the route is SLEX then the STAR Tollway to Batangas Pier; you can either park at the port and walk on, or drive aboard. Passengers travelling with a vehicle are exempt from the ORAS online reservation requirement.

Sabang beach: dive bancas and island-hopping bangkas
Sabang, Small La Laguna and Big La Laguna beaches out to the Verde Island Passage dive sites, Coral Garden, the sandbar and the nearby coves
Sabang's pier is out of use for scheduled traffic and the boats pulled up on the sand are working boats for the dive shops – around 35 of them along Sabang, Small La Laguna and Big La Laguna, with a dense cluster around 13.5206, 120.9750. That shapes everything: dive sites are all within about ten minutes by banca, which lets most shops run up to four single-tank trips a day, typically 09:00, midday, 15:00 and a night dive, and lets you sit on the beach between them. Several sites are drift dives that turn into strong-current dives in the Verde Island Passage. If you are not diving, you negotiate a bangka for a half or full day of island hopping – ask at the beach in Sabang or White Beach rather than through a hotel, and best of all at the sandbar, which you can reach by land and where the prices are lower. At Coral Garden the local fishermen run a separate small boat that tows snorkellers; say no if you can swim.

SeasonDiving is year-round. Water is about 29C from April to September and can drop to 22C outside that. July to November is the rainy and typhoon season and the water is choppier, though the sheltered sites still work. Currents are strongest around the full moon. The Calapan road: the bad-weather exit, and the way to Boracay

Calapan is 48 km east of Puerto Galera on a concreted zigzag road and it is the answer to two different problems. First, when the Puerto Galera crossing is suspended, Calapan usually is not, and its Batangas ferries run round the clock. Jeepneys and vans leave from the Puerto Galera Grand Terminal (Calapan bound) at about 13.4968, 120.9548, and take 1h 30m; a car takes about two hours. Calapan Port is at 13.4296, 121.1945 and the return jeepney and van terminals for Puerto Galera are about 2 km inland at 13.4129, 121.1790. Second, this is the overland spine of Mindoro: from the Calapan bus station on J. Luna Street near the market, buses and minivans run south to Roxas in about three to four hours, and from Roxas Dangay Port ferries cross to Caticlan for Boracay. Tricycle from Calapan town to the pier should be about ₱30.

By road
Manila to Batangas Pier, and the Si-Kat through ticket
Buendia (Pasay), Kamias/Cubao, or PITX in Parañaque to Batangas Pier; separately, Ermita direct to Puerto Galera
Two ways. The cheap way is a bus. JAM Liner is the default and runs from both Buendia on Gil Puyat Avenue and its Kamias terminal in Cubao; DLTB, ALPS, Ceres Transport and Gold Star also work the route, and PITX in Parañaque is the tidiest terminal if you are coming from the airport. Look for a bus showing both a CALABARZON sign and a Batangas Pier sign – that one takes the expressway and does it in about two hours instead of up to four. Buendia is closer to Batangas than Cubao. Stay on to the final stop, Batangas Pier, not Batangas City Grand Terminal, which is about ten minutes earlier. Buy on the bus at Buendia; buy at the window at PITX. The other way is Si-Kat, a single bus-and-ferry ticket from the Citystate Tower Hotel on A. Mabini Street in Ermita, with an agent walking you onto the boat at Batangas.

Jeepneys between Balatero, Puerto Galera town, Sabang and White Beach

Jeepneys are the cheap way off the pier and the normal way between the beaches. The Sabang-bound terminal in Puerto Galera town is at about 13.5006, 120.9544, near the main road above Muelle; from Muelle Port, walk up to the main road and pick one up there. The road to Sabang is 5.5 km, sealed but broken in places, and climbs over a ridge. Coming off a boat at Balatero you will be surrounded by tricycle drivers; if you want the jeepney you have to say so and walk to the road. Westbound jeepneys towards Calapan will drop you at the Tamaraw Falls turning, which is the same road out of town.

Rules, permits and closures
The fees and the online reservation that catch people out
Batangas Port on the way out, Balatero or Muelle on the way in
Three separate payments sit outside the ferry ticket. At Batangas you buy a terminal ticket at its own window before you can enter the boarding area – it went from ₱60 to ₱90 on 1 July 2026, the second and final tranche of an increase to pay for the expanded terminal, with the usual statutory discounts for seniors, PWDs, students and uniformed personnel. Separately, the Philippine Ports Authority's Online Reservation Assistance System, ORAS, became mandatory at Batangas and Lucena in March 2026: scan the QR code and complete the reservation before you get to the port. Passengers travelling with a vehicle and passengers who already hold an online ticket are exempt. On arrival in Puerto Galera you pay an environmental fee at the pier. Budget cash for all three – card payment is not normal at any of them. Batangas Port also bans flammables, blades, alcohol, weapons and raw meat from the terminal, and pets need a vaccination card and a carrier.

No-sail policy, monsoon cancellations, and the bangkas that no longer run
The Batangas – Puerto Galera crossing and the Sabang beachfront
Two standing facts govern how you get to Sabang. First, the small wooden boats are gone. Public wooden-hulled bangkas were banned in 2018, the bangka services from Batangas to Sabang, White Beach and Talipanan have stopped, and Sabang's own pier has been out of use for scheduled traffic since at least 2019. Only RORO and fastcraft to Balatero remain, and a small number of private dive-shop and resort bancas that land at Muelle or at Berberabe, a private port about ten minutes south of the Batangas ferry terminal. Second, sailings stop when the sea is up. The Coast Guard issues a no-sail policy and every vessel is automatically grounded; separately, shipping lines cancel to stay inside their MARINA certificates. The Philippine Ports Authority publishes the day's cancellations and the operators post theirs on Facebook. On 3 July 2026 Tropical Storm Maysak cancelled the afternoon Puerto Galera departures, on 7 August 2026 the southwest monsoon suspended Montenegro's Batangas–Puerto Galera sailings and all Calapan fastcraft, and Island Water cancelled its Puerto Galera fastcraft on 3 September 2026. The amihan from November to February makes the Verde Island Passage crossing rough rather than closing it. Tricycles from the piers, and the Sabang habal-habal
Balatero and Muelle to Sabang, White Beach, Aninuan and Talipanan; and short hops inside Sabang and Puerto Galera town
A crowd of tricycle drivers meets every boat at Balatero. The mayor's office sets an official per-person rate that almost nobody quotes you; drivers open at up to ₱250 a trike and can usually be talked to about ₱50 a head if you share with three or four others, or around ₱150 for the whole vehicle. In Sabang the trikes parked by the Tropicana Hotel charge a flat rate for the whole vehicle whether there is one of you or four; the drivers who drop people in front of Victory Sports Bar are not allowed to wait for fares, so catching one of those and saying bayan, meaning town, is cheaper. A habal-habal, a motorbike with a driver, is the cheapest motorised option out of Sabang and there is no liability insurance on it. Three shops in Sabang rent scooters if you would rather drive yourself; the hill road between Sabang and town is steep and winding.

The brief says the Batangas bangkas serve three Puerto Galera landings and asks which boat goes where. That is no longer the shape of it. Public bangkas were banned in 2018 and the surviving Batangas–Puerto Galera services are RORO and fastcraft, all of which land at Balatero. Muelle takes private and resort boats. Sabang pier has been closed to scheduled traffic since at least 2019. There is no scheduled boat to Sabang or White Beach from Batangas.

Sources disagree sharply on the Puerto Galera environmental fee: ₱120 per person in a guide updated July 2026, ₱50 on Wikivoyage. Philippine news headlines in August 2026 describe a ₱50 environment fee under growing local opposition and requests to restore exemptions, which suggests the ₱50 figure is live and possibly separate from a tourist rate. Ask at the pier and keep the receipt.

The Batangas terminal fee is ₱90 from 1 July 2026 on the port authority's own announcement, but a travel guide updated on 9 July 2026 still says ₱30 and Wikivoyage says ₱30. Carry ₱100.

Si-Kat's departure time is reported three different ways: 06:00 (Wikivoyage Puerto Galera), 08:00 or 08:30 (Wikivoyage Sabang and a 2026 guide), 09:30 (the route aggregator, September 2026). The ₱1,550 figure is quoted as a round-trip price by Wikivoyage and as a one-way price by the aggregator; a 2026 guide says ₱1,500 one way. Phone the Ermita office.

Puerto Galera announced an electronic pass system for tourists in February 2026 and cracked down on ferry ticket scalping in April 2026, both reported by national outlets. The primary sources could not be opened – the municipal website does not resolve, and the Philippine Information Agency, Inquirer and Manila Bulletin all block automated access – so the e-pass is not written up as a requirement here. Check before travelling, because it would sit alongside the environmental fee at the pier.

No official Puerto Galera tricycle fare matrix could be found. The ₱25-per-person mayor's office rate is from Wikivoyage and is clearly not what anyone charges. Pier-to-Sabang quotes range from ₱200 to over ₱400 depending on the source and the day.

Nothing in the 2026 cancellation record ties a closure of the Batangas – Puerto Galera crossing specifically to the amihan. The verified causes were tropical storms and the southwest monsoon. The amihan's effect here appears to be a rough crossing from November to February rather than a closed one, but that is inference rather than a sourced claim.
