Tagbilaran and Bohol
Almost everyone arrives on one of two things: a two-hour fast craft from Cebu into Tagbilaran City Tourist Pier, or a flight into Bohol-Panglao International Airport, which took over the old downtown Tagbilaran airport's runway traffic and its IATA code in November 2018. From the pier a tricycle costs about twenty pesos to the Dao Integrated Bus Terminal, and Dao is the hinge of the whole province: Southern Star aircon buses to Anda, Jagna, Ubay, Talibon and Tubigon, V-hire vans that leave when full and beat the bus by an hour, and jeepneys to Panglao. An aircon Southern Star bus links the airport, Tagbilaran and Alona Beach. The other ports matter more than they look: Tubigon for Cebu when the Tagbilaran boats are full, Jagna for Camiguin and Mindanao, Getafe and Ubay for Cebu and Leyte. Inside towns everything is a tricycle; on Panglao and in the countryside it is a habal-habal. The Loboc river cruise and the Chocolate Hills circuit are sold as tours but for most visitors they are also the transport.

12 ways of moving, each with its rule
We confirmed eleven ways of moving to, from or around Tagbilaran: three by water, one by air, four by road and three hired or on demand, from 45 sources. One entry is not a service at all but a rule that decides whether travel happens: a permit, a closure, a border, a season or an authority's say-so. Three of them run only on demand or when the seats are full, so there is no timetable to show; the rule is written where the timetable would be. One needs a phone call or a message before you turn up.
The fares were seen in 2026; a fare from an older year is a floor, not a price. One fare carries no year, because it could not be confirmed and the field says so. We rate 6 of the 12 high confidence, our own judgement of the sources. The entry was checked on 28 September 2026, and ends with seven things we could not confirm.
By water
Fast craft from Tagbilaran City Tourist Pier: Cebu, Siquijor, Dumaguete
Tagbilaran Port to Cebu City Pier 1, and to Siquijor town and Dumaguete
The pier is on the reclamation area about fifteen minutes by tricycle from the Dao terminal and five minutes from the city centre. Ticket offices for OceanJet, SuperCat and Trans-Asia sit inside the terminal building; OceanJet also keeps a town office in the Gallares Building on Ma Clara Street in Cogon. Buy online or at the counter, then pay the terminal fee separately in cash before you go through, and ignore anyone who approaches you outside the ticket windows offering to help, which is the standard pier scam on both sides of the Cebu strait. Seating is thin on the ground floor and better upstairs. OceanJet is the one with something close to an hourly service; SuperCat runs five sailings each way; Trans-Asia and Lite Ferries run the slower overnight boats. Bring a jacket, the cabins are aggressively air-conditioned.

Cebu to Tubigon, the other Bohol port
Cebu City to Tubigon on Bohol's west coast, then bus or van 90 minutes south to Tagbilaran
Tubigon is the port to use when the Tagbilaran boats are full or cancelled, when you land in Cebu too late for them, or when you are heading straight inland to Carmen and the Chocolate Hills rather than to Panglao. Boats leave from Cebu Pier 1 like the Tagbilaran ones. Weesam Express runs the hour-long fast craft; FastCat and Lite Ferries run roll-on roll-off boats that take two hours and carry vehicles and motorbikes, which is the reason to choose them. Lite Ferries runs them round the clock, including 01:00 and 04:00 departures, so an overnight arrival in Cebu can still reach Bohol before breakfast. At Tubigon, buses and vans for Tagbilaran wait at the port gate.

Jagna: the south coast gateway to Camiguin and Mindanao
Jagna, on Bohol's south coast about two hours east of Tagbilaran, to Balbagon on Camiguin, and to Balingoan, Nasipit and Cagayan de Oro in Mindanao
There is no boat from Camiguin to anywhere in Bohol except Jagna, so this is the only sea link south. From Dao terminal in Tagbilaran take any bus signed Jagna, or one heading for Alicia or Anda, which all stop there. Super Shuttle Ferry runs the daily Camiguin boat; Lite Ferries and Cokaliong run the Mindanao roll-on roll-off services. Tickets for the Camiguin boat usually only go on sale about two weeks out, and if you have not bought online, get to the ticket office an hour or two before departure, more in Holy Week and at Christmas. Coming back from Jagna, buses and vans to Tagbilaran cost ₱120 to ₱200 depending on whether they are aircon.

Bohol-Panglao International Airport, and the airport that closed
Panglao Island to Manila, Clark, Cebu, Davao, Cagayan de Oro and El Nido, with occasional international charters
The airport is on Panglao Island, a few kilometres from Alona Beach and about 40 minutes from Tagbilaran, not in the city. It opened in late November 2018 and the old Tagbilaran Airport in the middle of town was shut the same day; the new field inherited the old code, so booking sites still call it TAG and will happily show you "Tagbilaran" flights that land on Panglao. Aboitiz InfraCapital took over operations in June 2025. Out of arrivals you have, on the right, the Southern Star bus and jeepneys; in front, tricycles and taxis; and private drivers touting. A tricycle to the Alona Beach area should not be more than ₱100 and a taxi under ₱200, because it is a genuinely short ride however it is priced to you.

Southern Star aircon bus: airport, Tagbilaran and Alona Beach
Panglao Airport to Tagbilaran City Integrated Bus Terminal at Dao, via downtown Panglao and Alona Beach
Southern Star Bus Transit runs large air-conditioned buses with proper luggage space on a loop that ties the airport, Alona Beach and the Dao terminal together. This is the cheap, unhassled way off the airport and the only fixed-price one. At the airport the stop is to the right as you leave arrivals; at Dao it is inside the terminal, next to Island City Mall. The line has been running since May 2019 and the fare has climbed steadily, so treat any figure you read as a floor.

Dao Integrated Bus Terminal and the country buses
Tagbilaran (Dao) to Anda, Guindulman, Jagna, Ubay, Talibon, Bien Unido, Tubigon, Sagbayan and Loboc
The Tagbilaran City Integrated Bus Terminal, universally called Dao, sits beside Island City Mall about fifteen minutes by tricycle from the pier. Everything in the province leaves from here. Buses are slower than the vans but you get a seat and luggage space. Ask for the destination, not a route number; there are none. For Anda, tell the conductor where you are staying and they will drop you before the market if that suits. For Loboc and the Chocolate Hills, take anything going to Carmen, Loboc or Sierra Bullones. Several Talibon and Ubay services run by different inland roads, via Carmen, via Tubigon, via Sierra Bullones or via Jagna, and the time varies by more than an hour depending which one you board.

V-hire vans from Dao, which leave when full
Dao terminal to Anda, Jagna, Ubay, Talibon and the other provincial towns
Locals say V-hire, sometimes UV Express or the old name GT Express. They are the fifteen-seat vans parked alongside the buses at Dao. They do not run to a timetable: the driver waits until every seat is sold and then goes. They will save you about an hour to Anda over the bus, at the cost of being packed in with your knees against the seat in front and your bag on your lap. Say where you are going, pay the dispatcher, take a seat and wait. If you want the front seat, ask and expect to pay for it. They are the sensible choice when you are travelling light and the wrong one with a large rucksack.

Jeepneys to Panglao and around Tagbilaran
Tagbilaran city centre and Dao to Dauis, Panglao town and Alona Beach, plus city routes and the surrounding towns
Jeepney routes in Tagbilaran are not numbered. Read the signboard: a city jeepney names streets and landmarks, Carlos P. Garcia Avenue or Island City Mall; a provincial one names only the town, Baclayon or Panglao. Most converge on Island City Mall and the Dao terminal, and the Panglao ones also pick up in the city centre near Tagbilaran City Square. Tagbilaran and Panglao are joined by two bridges over the Dauis strait, so the jeepney simply drives across; a third Tagbilaran-Panglao bridge was under French-funded preparation in February 2026 and had not started construction. This is the cheapest way to Alona and the slowest, because it stops constantly and you will be wedged in.

Everywhere inside Tagbilaran and Panglao: pier to Dao terminal, pier to Alona Beach, Alona to Dumaluan, Hinagdanan Cave, Panglao town
There are over three thousand tricycles in Tagbilaran and they are the default way to move inside the city. Raise a hand anywhere. The sidecar seats two comfortably and more if everyone accepts their fate, with a small luggage rack at the back. In Panglao the main stand is near Banana Leafs restaurant at Alona, and there is a posted price list on a board next to the McDonald's at Alona: photograph it and show it to drivers, which stops the negotiation before it starts. Fares beyond city limits, to the mall, the terminal or the pier are higher than the town rate and are negotiated. Agree the number before you sit down. There are white taxis as well, mostly at the airport, the pier and the two malls, on a ₱40 flagdown plus ₱3.50 per 300 m, and Grab now covers parts of Bohol.

Habal-habal, and renting the bike yourself
Panglao Island, Loboc, Anda and anywhere the jeepney does not reach
A habal-habal is a motorbike with a driver and you on the back, luggage wedged wherever it fits. On Panglao the stand is next to the Twin Tides hotel at Alona; in the countryside they wait at junctions, outside markets and at the end of the bus line. They are how you get up the last few kilometres to a waterfall or a beach the vans do not serve, and how residents of hill barangays get anywhere. Prices are always negotiated, and in Anda they are firm about it: do not expect less than ₱100 for a ride. Bohol has more motorcycles than cars. If you would rather drive, rentals are easy in Alona, about ₱350 a day, and around ₱400 through a hotel in Loboc, less for several days; the small shop next to Luna Rossa restaurant in Alona is a long-standing one. Watch for dogs, chickens and carabao on unlit roads, and note that a drone is illegal over most of Panglao because the whole island sits inside the ten-kilometre airport exclusion.

The countryside tour and the Loboc river cruise, which are really transport
Panglao or Tagbilaran to Corella tarsier sanctuary, Loboc river, Bilar man-made forest, Sevilla hanging bridge and the Chocolate Hills at Carmen, and onward to Anda
Public transport reaches the Chocolate Hills and Loboc, but it will eat a day getting between them, and nothing links the stops on the classic circuit to each other. The way locals and most visitors solve it is a car with a driver hired for the day, agreed by route rather than by package: you name the stops, he drives. The smart version is to book it on the day you are moving between Panglao and Anda anyway, so the detour is the transfer. The Loboc river cruise itself is a floating restaurant boat: buy the ticket at the embarkation area, wait for the seats to fill, eat the buffet, listen to the live music, stop for the riverbank dancers and come back ninety minutes later. Smaller boats go further, to Busay Falls, where you can swim.

Rules, permits and closures
What stops the boats: weather, tide and maintenance
All Bohol sea routes, and especially Getafe, Jagna and the Cebu fast craft
Three separate things cancel a Bohol sailing and they are decided by different people. Weather: when the Philippine Atmospheric, Geophysical and Astronomical Services Administration puts out a gale warning or a storm signal, operators suspend voyages and the Coast Guard station at the port holds boats alongside; Super Shuttle pulled every Camiguin, Camotes and Siquijor run on 11 July 2026 for rough seas and strong winds. Tide: Getafe is the odd one out, where OceanJet repeatedly cancels the evening Cebu sailings because very low tides and negative sea levels at the new berth make docking unsafe, and it has happened in March, April, May, June, July and August 2026. Maintenance: OceanJet and Lite Ferries take vessels off the Cebu, Getafe, Palompon and Tagbilaran runs for preventive maintenance with a few days' notice. Check the operator's Facebook page, which is where every one of these advisories is published first, before you check any timetable.

What we could not find out
7 things the researcher looked for and did not find, in their own words, with where to ask instead. None of this goes into the planner; it stays here until someone confirms it.

The brief asked for the Philippine Coast Guard's no-sail rules by gross tonnage. They could not be confirmed. coastguard.gov.ph is behind a Cloudflare challenge that refuses automated requests over both HTTP/2 and HTTP/1.1, and no Philippine publisher reachable from here reproduced the tonnage thresholds. What is documented is the effect rather than the rule: operators publish suspensions naming rough seas, strong winds and PAGASA warnings, and the Coast Guard station at each port enforces them. Someone should read PCG Memorandum Circular on the movement of vessels during heavy weather directly, or ask the Coast Guard station at Tagbilaran Port.

The brief said SuperCat may not have survived on the Cebu-Tagbilaran route. It has. SuperCat was still publishing five fast craft each way daily in September 2026 alongside OceanJet, Trans-Asia, Lite Ferries, Starlite and 2GO. OceanJet is the one with near-hourly frequency, but it is not alone.

The brief called the Panglao link a causeway. There are two road bridges between Tagbilaran or Dauis and Panglao Island, not a causeway, and a third bridge was still at the pre-construction stage in February 2026 with French financing being assessed and no bidding awarded.

No current Tagbilaran or Panglao tricycle fare ordinance could be found online. The ₱8 per person town rate comes from Wikivoyage and has no date attached; the city government website at tagbilaran.gov.ph is a single-page application that served no ordinance text to a plain fetch, and bohol.gov.ph's legislative section indexes provincial resolutions only by number. What travellers actually pay in 2026 is ₱20 to ₱50 for a short Panglao ride and ₱300 or more for a charter to Alona. Ask at the City Traffic Management Office or photograph the board beside the McDonald's at Alona.

The ₱20 Tagbilaran pier terminal fee is carried by Wikivoyage with a 2019 edit date and repeated in a 2026 traveller guide as ₱30 at Cebu Pier 1. The two figures are for different piers and neither is an official publication. The Philippine Ports Authority schedule for Tagbilaran Port was not reachable.

Habal-habal fares outside Panglao and Anda are entirely unpublished. Nothing official sets them and every ride is negotiated, so the figures here are travellers' reports, not a tariff.

The Pamilacan and Balicasag bangka boats did not fit in the option list. For the record from a dated traveller source: the public bangka from Baclayon to Pamilacan is ₱200 per person on an erratic schedule that depends on market day, a private bangka is ₱1,500 one way or ₱3,000 return, and from Alona Beach there is no public boat at all, with reports of ₱4,000 to ₱5,000 return for a charter. Confirm at Baclayon port the day before, and ask what time the boat comes back.
