Dumaguete

Dumaguete is a transport junction that hardly moves itself. Inside the city there are almost no jeepney routes and few taxis: everything is done in a motorcycle-and-sidecar tricycle, shared, on a city ordinance fare. Everything out of town leaves from one of three clusters – the jeepney terminals around the public market for Valencia, Sibulan, Bacong, Dauin and Zamboanguita; the Ceres bus terminal on Calindagan Road for Bacolod, Bayawan, Bais and the through bus to Cebu; and Dumaguete Port for Siquijor, Bohol, Cebu, Dapitan and the weekly Manila boat. Two short RORO crossings at Sibulan and Tampi carry most of the traffic to southern Cebu, the Apo Island bangkas leave from the beach at Malatapay in Zamboanguita, and the airport is three kilometres north at Sibulan with a runway most people notice on the way in.

We confirmed nine ways of moving to, from or around Dumaguete: two hired or on demand, two by road, four by water and one by air, from 46 sources. Two of them run only on demand or when the seats are full, so there is no timetable to show; the rule is written where the timetable would be. One needs a phone call or a message before you turn up.

Tricycles, called pedicabs here, and the city fare ordinance

Everywhere inside Dumaguete: Rizal Boulevard, the public market, Robinson's Place, Silliman University, the port, and out to Piapi, Bantayan, Junob and Cadawinonan

Stand on any street and raise a hand. The machine is a motorcycle with a sidecar, called a pedicab in Dumaguete and a traysikel elsewhere; the sidecar seats four Filipinos and about two Westerners. These are shared vehicles, so expect to ride with whoever is going the same way and to take detours while the driver drops them off. Locals navigate by landmark, not street name – say Rizal Boulevard, Lee Plaza or Robinson's Place and you are close to most things. To have the whole machine to yourself, say special trip and agree the price before you sit down. The city has few taxis; the ones that exist wait near Bethel Guest House and Robinson's Place and neither locals nor resident foreigners use them much.

The city ordinance passed in September 2018 set the minimum at ₱9 for the first kilometre plus ₱1 for every kilometre after, with the statutory 20 per cent discount for students, seniors and PWDs. In practice travellers in 2025 and 2026 were paying ₱12 per person for a short shared ride and ₱10–20 was the normal thing to hand over. Tricycle associations asked for a ₱5 increase in March 2026 and the city Traffic Management Office confirmed no executive order had been issued, so the ordinance rate still stands. Special trips are negotiated: roughly ₱100 from the airport to downtown and ₱120 to the Robinson's Place side, ₱150 or more to Valencia, and around ₱400 for a family with luggage down to Dauin. Malatapay is ₱300–400.

SeasonYear-round. Fares rise informally at night and in heavy rain. Fuel spikes have hit drivers hard – the city ran a ₱100-a-day fuel coupon scheme for about 1,900 registered drivers from March 2026. BookingNone. Habal-habal to Casaroro Falls, Pulangbato and the Twin Lakes

A habal-habal is a motorbike with a driver, and it is the only public transport on the last few kilometres of every inland road here. For Casaroro Falls, take a multicab or jeepney to Valencia from beside the market, then hire a habal-habal at the Valencia terminal for the 20-minute climb to the trailhead; from the parking area it is 357 steps down and another 20 minutes on a dirt path. Pulangbato Falls and the Red Rock Hot Spring are on the same mountain and the usual thing is to add them to the same habal-habal for a small extra fee. For the Twin Lakes of Balinsasayao and Danao, take a bus from the northbound terminal or a jeepney from Real Street towards Amlan, get off at La-laan in San Jose and hire a habal-habal from there. Puncak Tanawan, the hill above town, is reached by habal-habal to Station 1. The alternative to all of this is a rented motorbike from the shops on Perdices Street near Santa Rosa and Pinili.

Jeepney and multicab terminals around the public market

Dumaguete to Valencia, Sibulan, San Jose, Bacong, Dauin, Zamboanguita and Tanjay

Dumaguete has almost no jeepneys running general downtown routes – they exist only to reach the surrounding towns, and each destination has its own kerbside terminal in the few blocks around the cathedral and the public market. Valencia jeepneys are southwest of the market at about 9.3036, 123.3054. Sibulan is the northwest corner of the market. San Jose is next to the park just off Perdices. Behind Robinson's Place there is a terminus serving Bacong, Dauin, Zamboanguita and Valencia; Zamboanguita jeepneys also park across from Robinson's Place on the highway. Dauin jeepneys leave from the corner of Perdices and Colon, around the corner from the bell tower. Northbound vehicles for Sibulan, San Jose and Tanjay can be flagged on Rizal Boulevard or on the highway out of town, but you get a better seat at the terminal. OSM also records a Sibulan jeepney terminal at 9.30625, 123.30587 and a Dumaguete Transport Terminal at 9.29846, 123.30582. Sit up front with the driver if you can. The airport is served the same way: walk a few hundred metres from the terminal out to the highway and flag a jeepney or multicab into town.

Ceres Liner from the Dumaguete terminal on Calindagan Road

Dumaguete Ceres Bus Terminal to Bacolod via Mabinay, south down the coast to Bayawan, Hinoba-an and Sipalay, north to Bais, Tanjay and San Carlos, and the through bus to Cebu City

The Ceres terminal is on Calindagan Road at the south edge of the city, near Robinson's Place, at about 9.2993, 123.3057. The buses are bright yellow and you pay the conductor on board. Three things leave from here. South: Bayawan, and further to Hinoba-an and Sipalay, and these are the buses you take to get off at Dauin or at Malatapay for Apo Island – tell the conductor your stop. West: Bacolod, either the fast route cutting across the island through Mabinay or the slower coast road through Bayawan. North and across: Cebu City, on a bus that drives to the top of Negros, rolls onto the RORO at Tampi and lands at Bato in Samboan on Cebu, then carries on to the Cebu South Bus Terminal. There is a separate northbound terminal in the city for Amlan, Tanjay and Bais. Drivers are fast and lean on the horn.

Sibulan and Tampi ports: the short ROROs to southern Cebu

Sibulan Ferry Terminal to Liloan in Santander, and Tampi Port in San Jose to Bato in Samboan

Two separate crossings, both to the southern tip of Cebu, both run by Maayo Shipping from its base at Tampi. Sibulan is the passenger crossing: a jeepney or multicab from the Dumaguete market takes 20–30 minutes to Sibulan, the terminal is at about 9.3619, 123.2854, and the boats are small. Tampi, 9.4413, 123.2365, is 40 minutes north of Dumaguete by road and is the one to use if you have a car or a motorbike – it is also the crossing the through Ceres bus to Cebu uses. On the Cebu side, Liloan port has constant buses to Cebu City and along the west coast to Moalboal; from Bato it is a short tricycle or habal-habal to Liloan port. Cuadro Alas Navigation Lines also files a Sibulan to Liloan service. Lite Shipping runs a separate Samboan to Looc, Sibulan RORO.

Dumaguete Port: the Siquijor boats and their five operators

Dumaguete Port, 9.3132, 123.3114, to Siquijor Town port and to Larena

The port is a short tricycle ride from Rizal Boulevard. Ticket offices are strung along the road into the port and on the main road just north of it: OceanJet and Aleson are on Flores Avenue in Looc, Anika Star has a booth in the fastcraft alley at Zone 1 Looc, Montenegro has its own office. Five operators share the crossing and they are not equivalent. OceanJet is the fast, air-conditioned, bookable one. Anika Star, trading as HS Star Marine, is a cheaper fastcraft. Aleson runs a slower boat with an economy and an aircon class. Montenegro runs both a fastcraft and a two-hour RORO, which is the one to take with a vehicle. Super Shuttle Ferry has launched and suspended Larena and Oslob links more than once in 2026, so check it exists before planning around it. Boats fill, so buy a day or two ahead in high season.

Dumaguete Port long-haul: Cebu, Bohol, Dapitan and the weekly Manila boat

Dumaguete Port to Tagbilaran and Cebu City, to Dapitan and Dipolog on Mindanao, and to Manila

Same pier, same ticket alley. OceanJet runs the one fast hydrofoil north, leaving Dumaguete at 13:00, calling at Tagbilaran on Bohol and reaching Cebu in the late afternoon; it is the only fast ferry on the Tagbilaran–Dumaguete leg. Cokaliong is the overnight alternative to Cebu: it sails late and you wake up there. 2Go has one Manila sailing a week and also runs to Zamboanga via Dipolog. For Mindanao, Aleson, Montenegro, Lite Ferries, FastCat, Medallion, Evaristo and Sons and Super Shuttle all work the short Dapitan and Dipolog runs. George and Peter Shipping, which Wikivoyage still lists, is marked out of service on that page.

Malatapay bangkas to Apo Island and the Wednesday market

There is no pier at either end – you wade on and off the beach, so wear shorts and shoes you can soak. Get to Malatapay from the Dumaguete Ceres terminal on any Siaton, Bayawan, Hinoba-an or Sipalay bus and tell the conductor you are getting off at Malatapay; the stop is beside the market and it is a 10–15 minute walk down to the water. At the beach look for the AMAPOI booth, the Association of Malatapay and Apo Island Pumpboat Operators, which is where tickets are sold. There are two products and the staff will blur the difference: a shared public boat at a per-person rate, which has no fixed departure and may make you wait hours, and a whole-boat charter, which goes when you say. Going on a Wednesday puts you at Malatapay on market day, when producers from across this part of Negros come to sell handicrafts and seafood, and it is the reason the place exists. If you are diving, almost every dive shop in Dumaguete and Dauin runs the trip and it often works out cheaper than doing it yourself.

Sibulan Airport (DGT) and its short runway

Sibulan Airport, Barangay Agan-an, Sibulan, 9.334, 123.296, about 3 km north of Dumaguete

A one-storey terminal with no air bridges, three kilometres north of the city in the next town. The runway is 1,845 m with a 410 m displaced threshold on runway 09, which is short for the Airbus and Boeing narrowbodies that use it, and it ends at the sea, so both takeoffs and landings get your attention. In 2026 the scheduled airlines were Cebu Pacific and PAL Express to Manila and Cebgo to Cebu; Royhle Air Way sells charters to Dipolog and Siquijor. Ground transport rates are posted on a sign outside the terminal. The cheap way into town is to walk a few hundred metres out to the highway and take a jeepney or multicab. A replacement airport at Bacong south of the city has been talked about since 2014 and studies found the present site cannot be expanded, but as of 2026 it is still a proposal.

What we could not find out

9 things the researcher looked for and did not find, in their own words, with where to ask instead. None of this goes into the planner; it stays here until someone confirms it.

    The brief and Wikivoyage both say Cebu Pacific flies Davao–Dumaguete and Clark–Dumaguete. Neither route appears in the 2026 airline listing for Sibulan Airport, which shows only Cebu Pacific and PAL Express to Manila and Cebgo to Cebu, plus Royhle Air Way charters to Dipolog and Siquijor. Treat Davao, Clark and Cagayan de Oro as unconfirmed and check with the airline.

  2. 02

    No current Dumaguete tricycle fare matrix could be found online. The ₱9 first-kilometre minimum comes from the city's own 2018 announcement of the ordinance; a March 2026 Rappler report confirms the city had issued no executive order for the ₱5 increase the drivers were asking for, so that ordinance is presumably still the legal rate. What travellers actually pay in 2026 is ₱12 and up. The city website's news section has been almost entirely procurement notices since 2023 and carries no newer fare post.

    Pamasahe's own Tampi–Bato page contradicts itself: the summary says ₱80 and the fare table on the same page says ₱140. Carry enough for the higher figure.

    Fares on the Sibulan–Liloan crossing are quoted at ₱48 (Wikivoyage), ₱62 and ₱70 (two 2025 guides), ₱120 (one 2025 guide) and ₱130 (Pamasahe, July 2026). The spread is too wide to reconcile; the 2026 operator figure is the one to plan on.

    Super Shuttle Ferry has launched, suspended and relaunched Dumaguete–Larena and Oslob–Siquijor–Dumaguete services repeatedly through 2026 according to Pamasahe's news feed. It is not included as a reliable operator here.

    George and Peter Shipping is still listed on Wikivoyage as a Cebu–Dumaguete operator with an out-of-service note, and one 2025 guide still gives it a timetable. It could not be confirmed as sailing in 2026.

    No published habal-habal fare list exists for Negros Oriental. The Casaroro, Pulangbato and Twin Lakes figures come from a single travel guide updated in 2026 and are negotiable in both directions.

    Dumaguete has relatively low typhoon exposure compared with the rest of the country, but the sea routes out of it are cancelled often – for rough seas, for the southwest monsoon, for Holy Week congestion and for typhoons. Pamasahe carries a live cancellations feed at /posts and it is the fastest way to check before travelling. No single official Negros Oriental advisory page could be found; the Coast Guard station and PPA post to Facebook.
