Tanjung Pinang and Bintan
Bintan is two islands pretending to be one, and the ferry you book decides which one you get. Bintan Resorts at Lagoi, in the north, is a gated Singaporean enclave with its own ferry terminal at Bandar Bentan Telani, its own electric shuttle bus, its own taxi company and a checkpoint on the road out; the crossing from Tanah Merah takes an hour and costs about S$62. Tanjung Pinang, the provincial capital in the south, is an ordinary Indonesian port city of stilt villages, angkot minivans and motorbikes, reached by a two-hour ferry to Sri Bintan Pura for around S$43. The two are 50 km and about an hour and three quarters apart by road and almost nothing scheduled links them. Sri Bintan Pura is also where the archipelago actually connects: boats leave for Batam every half hour, for Johor Bahru twice a day, and for Dabo, Daik, Moro and Dumai once each morning, while the big Pelni ships to Java, Kalimantan and the Natunas use Sei Kolak Kijang, 26 km east. Wooden pompong boats cross to Penyengat island in ten minutes for about Rp9,000 whenever they fill up. From October to March the north wind season blows and the small boats stop.

9 ways of moving, each with its rule
We confirmed seven ways of moving to, from or around Tanjung Pinang: five by water, one by road and one hired or on demand, from 49 sources. Two entries are not a service at all but a rule that decides whether travel happens: a permit, a closure, a border, a season or an authority's say-so. Two of them run only on demand or when the seats are full, so there is no timetable to show; the rule is written where the timetable would be. One needs a phone call or a message before you turn up.

By water
Singapore to Tanjung Pinang – Sri Bintan Pura ferries
Tanah Merah Ferry Terminal, Singapore, to Sri Bintan Pura International Ferry Terminal, Tanjung Pinang
This is the boat for the real island: Sri Bintan Pura sits at the southern end of Jalan Merdeka in the middle of Tanjung Pinang, walking distance from the old town, and it is not the same port as the resorts' terminal at Lagoi. Three operators appear on the route. Sindo Ferry runs from Tanah Merah at 11:00 and 17:10 Singapore time, returning 06:45 and 13:30 Bintan time. Majestic Fast Ferry runs at 11:30 and 17:50, returning 07:30 and 13:00. The port authority also listed a Wave Master sailing leaving Tanjung Pinang at 06:30 in July 2026. Get to Tanah Merah from Changi on the airport shuttle (book at tmftshuttle.changiairport.com; it runs 09:00 to 19:45 with a break from 14:30 to 16:45), or by MRT to Tanah Merah station, exit B, then SBS bus 35 to the end of the line. Bintan is one hour behind Singapore, which trips people up constantly – allow at least four hours between your return sailing and a flight out of Changi. The one thing to do on arrival is reconfirm your return, because the boats fill up and you cannot do it at the port; the ferry agents keep offices in town, and the guides who attach themselves to you at the terminal will walk you there.

Singapore to Bintan Resorts – the Lagoi ferry and the enclave shuttle
Tanah Merah Ferry Terminal, Singapore, to Bandar Bentan Telani (BBT), Teluk Sebong, at the north-west corner of Bintan
Bintan Resorts, which everyone calls Lagoi, is a gated tourist colony stretched along 15 km of the north coast, separated from the rest of Bintan by forest and a checkpoint at Simpang Lagoi. It has its own ferry, its own terminal and its own operator: Bintan Resort Ferries, from Tanah Merah only. Do not book Sri Bintan Pura and expect to be near your resort – it is 50 km and the best part of two hours away by road. BBT is at 1.1606, 104.3194. Check in and collect a boarding pass at the BRF counter at least 1.5 hours before departure; the cut-off is 40 minutes. Emerald Class buys you priority boarding and a lounge that handles your immigration paperwork. Most hotels run a free shuttle to and from BBT and you should use it. Inside the enclave the public transport is the BinBin electric shuttle bus, a day pass with unlimited rides for Rp25,000, on four lines linking Plaza Lagoi with Mayang Sari, Nirwana, Angsana, Bintan Lagoon, Club Med, Ria Bintan, Holiday Villa, Natra, Safari Lagoi, the Pujasera worker township and the BBT terminal. It runs only within Bintan Resorts and only from late morning to about 22:00, and the return leg from Plaza Lagoi is drop-off only. GrabCar now covers the enclave too. Nothing on the BinBin network takes you to Tanjung Pinang.

Batam and Johor Bahru boats
Telaga Punggur (Batam) to Sri Bintan Pura and to Tanjung Uban; Stulang Laut (Johor Bahru) to Sri Bintan Pura
Batam is the workhorse connection and the cheap way in from Singapore if you do not mind two boats. Telaga Punggur, at the south-eastern end of Batam, runs speedboats to Sri Bintan Pura every 30 minutes through the day – the port authority confirmed 07:30 to 17:30 in July 2026 – on boats named MV Oceanna, MV Ocean Dragon, Marina, MV Sentosa and MV Baruna. Coming from Singapore, take the HarbourFront or Tanah Merah ferry to Batam Centre, then a taxi to Telaga Punggur, about Rp65,000 on the official meter. For the north of Bintan, cross instead to Tanjung Uban at the north-west end: speedboats take 10 to 15 minutes and run about hourly 07:00 to 18:00, or the roll-on roll-off ferry takes an hour and runs every 75 minutes from 08:00 to 17:30. There is also a direct speedboat between Telaga Punggur and Lagoi, but only on Mondays and Friday to Sunday. From Malaysia, the Johor Bahru International Ferry Terminal at Stulang Laut, inside the ZON duty-free complex east of the Causeway, runs to Sri Bintan Pura twice a day – 09:45 and 15:45 Malaysia time out, 07:00 and 13:45 Bintan time back. The ticket counter is in the departure hall on the second level.

Pompong wooden boats to Penyengat and the stilt villages
Tanjung Pinang waterfront to Pulau Penyengat; also Senggarang and Kampung Bugis
The pompong is a small wooden motor launch and it is the only way to Penyengat, the tiny island of the old Riau sultanate ten minutes off the Tanjung Pinang waterfront. They work from the jetties on the seafront: traditionally Pelantar Kuning, reached down a lane off Jalan Pos, and since December 2024 also from Pelabuhan Kuala Riau at Pelantar II, because Pelantar Kuning has deteriorated and the port company is moving boatmen across; the fare is the same from either. There is no timetable. Eighty-four boats work in two rotating groups of forty-two, and yours leaves when it is full, which in daylight is rarely a long wait. Each takes up to fifteen people. If you do not want to wait, charter the whole boat. The port authority requires the boatmen to carry a life jacket for every passenger – ask for one, because it is not always offered. Once on Penyengat you get around by foot or by bentor, the motorised trishaw. From Jalan Pelantar I other pompongs cross to Senggarang, the Chinese stilt village with the banyan-rooted temple, and from Jalan Pelantar II to Kampung Bugis.

Pelni ships and the inter-island boats to the rest of Indonesia
Sei Kolak Kijang for the Pelni liners; Sri Bintan Pura for the small inter-island ferries to Lingga, Karimun, Riau and Sumatra
Bintan is the domestic hub for the whole Riau Islands province and two different ports do the work. The big Pelni liners use Sei Kolak Kijang, 26 km east of Tanjung Pinang, where bemos and taxis wait outside the gate. KM Bukit Raya works north-east to Letung, Tarempa, Midai and the Natunas and on to Pontianak in West Kalimantan, returning by a different route; KM Tidar is the heaviest-loaded ship on the Kijang berth; KM Sabuk Nusantara 48 sails from Sri Bintan Pura itself. Over the 2026 Lebaran period Pelni's Tanjungpinang branch moved 4,343 passengers across the three. The small boats all leave Sri Bintan Pura in the morning on a fixed daily pattern: 06:00 for Tanjung Balai Karimun, Selat Panjang, Bengkalis and Dumai; 08:30 for Moro, Tanjung Batu, Guntung and Tembilahan; 11:00 for Benan, Rejai, Sei Tenam, Jagoh, Dabo and Daik Lingga; 13:00 for Pulau Galang, Moro and Tanjung Balai Karimun. Buy at the terminal counter and bring identity documents – the clerk records your name and national ID number. Ferry terminal formalities, visas and port fees
Sri Bintan Pura (Tanjung Pinang), Bandar Bentan Telani (Lagoi) and Lobam
All three of Bintan's international ports are visa-free and visa-on-arrival entry points, but three separate things now have to be right before you board. First, the All Indonesia digital arrival card has been compulsory for every arrival since 1 October 2025: fill it in at allindonesia.imigrasi.go.id or in the All Indonesia app within 72 hours of arrival, and show the emailed QR code to immigration. It is not a visa. Second, if your nationality needs one, buy the e-VOA separately at evisa.imigrasi.go.id or pay on arrival. Singapore permanent residents can visit Bintan for up to four days without a visa. Third, the port fees are cash and are not in your ticket. Leaving Singapore there is a S$10 passenger departure fee. At Sri Bintan Pura the international passenger pas is Rp100,000 for foreign passengers and Rp75,000 for Indonesians, in force since 1 June 2025 after a first attempt to raise it was cancelled in January 2025 and then reinstated; the domestic terminal pas is Rp10,000. Sindo also charges a Rp20,000 confirmation fee at Tanjung Pinang. Carry the exact amount in rupiah – only cash is accepted. Buying a domestic ticket at the counter needs your ID, and the clerk writes down your name and national ID number.

Musim angin utara – the north wind season
Affects every small boat around Bintan, and the open crossings to Lingga, Anambas and Natuna
The north-east monsoon, known locally as musim angin utara, runs roughly from October to March and it is the single thing that decides whether a small boat sails. Bintan's disaster agency starts warning coastal villages and fishermen in early October; on Trikora beach in December 2024 the kelong and pompong fleets sat on the sand for two weeks at a stretch. The north-facing resort beaches at Lagoi get onshore swell from November to March, good for a bodyboard and bad for everything else. The big international ferries keep running but slip: strong wind and high seas at Sri Bintan Pura in May 2025 held the Punggur, Daik and Dabo boats 15 to 45 minutes while the harbour master waited for the swell to drop. Further out it is more serious – BMKG has repeatedly warned of 2.5 m waves in the Natuna and Anambas seas, and a passenger boat sank off Anak Lobam after a wave hit the hull. What to do: check the BMKG marine forecast, do not plan a same-day Penyengat trip and a ferry connection in the same afternoon during these months, and treat any small-boat leg to the outer islands as provisional.

Angkot and mikrolet minivans
Around Tanjung Pinang city, and separately across the rest of Bintan, meeting at Bintan Centre
Bintan's public transport is a fleet of white minivans variously called angkot, angkutan kota, mikrolet or just angkut. There are two systems that do not overlap: one circulates inside Tanjung Pinang, the other covers the rest of the island, and you change between them at Bintan Centre, also known as Batu Sepuluh or Marker 10. There are no printed routes, no timetables and stops are rarely marked, so the method is to stand at the roadside, shout your destination at a passing van and get in if the driver nods. To get out, shout kiri. Drivers speak little English. The city-centre rank is the Kota Lama terminal near Jalan Merdeka. Numbers have fallen sharply since ride-hailing arrived and drivers now circle looking for passengers, so waits can be long off the main roads. For the port of Kijang, 26 km east, bemos run from outside the harbour gate into Tanjung Pinang; the intercity bus terminal is 7 km east of town and angkut shuttle between it and the centre.

Hired, booked and on demand
Taxis, Grab, ojeks, hire cars and the road across the island

Most visitors end up in a car. The taxi trade is unmetered and competitive, and the standard local advice is to ignore the touts inside the Sri Bintan Pura terminal entirely and have your accommodation send someone. If you do take one, only take it from the main road and fix the price before you get in. At the airport there is a fixed-price counter. In the Lagoi enclave there is exactly one official taxi company, Global Bintan, based at Pujasera: short hops start around Rp150,000 and the run to Tanjung Pinang starts around Rp500,000. GrabCar now officially covers Bintan Resorts and is usually the cheapest option when a car is available, though coverage is patchy. Self-drive or with-driver car hire runs S$50 to S$100 a day; Indorent has a desk at the BBT ferry terminal and Rent Car Rindu is by the port in Tanjung Pinang. Scooters rent for Rp100,000 to Rp170,000 a day with a helmet, and roadside shops sell petrol in one-litre bottles for about Rp17,000. Thousands of ojeks, motorcycle taxis, wait at junctions, and app-based ojek online now dominates; provincial base fares are set by Kepri governor decrees 1080 and 1113 of 2024, though drivers protested in May 2026 that the apps ignore them. Distances: Tanjung Pinang to Bintan Resorts is about 1 hour 45 minutes, the airport at Kijang to Bintan Resorts about 1 hour, Tanjung Pinang to Trikora beach about 25 minutes, and a full loop of the island taking in the capital, the east coast and the resort belt is roughly 200 km and four hours. The road north passes a checkpoint at Simpang Lagoi where the resort zone begins.

The brief's framing of two different worlds is correct and if anything understated, but one detail in it needs changing: Bintan Resorts does not run a shuttle between Lagoi and the rest of the island at all. The BinBin electric shuttle is a Rp25,000 day pass on four lines entirely inside the enclave, plus resort transfers to the Bandar Bentan Telani terminal. To reach Tanjung Pinang from Lagoi you pay Global Bintan around Rp500,000, hire a car, or try your luck with Grab.

Majestic Fast Ferry publishes its schedule but no fare table – every URL under /CMS that could hold one returns 404, and its booking engine needs an account. The S$49 figure is from Wikivoyage in April 2024 and should be treated as approximate. Sindo's S$43 is current and verified on the operator's own page.

The Johor Bahru to Tanjung Pinang operator could not be identified. The two daily departure times come from the Tanjungpinang harbour master via a July 2026 news report, and the ringgit fares from Wikivoyage. No operator website for this route was found, and the number of sailings a week may be lower than two a day outside peak periods.

Pelni's own site, pelni.co.id, did not resolve from here at all, and Wikivoyage flags its link as dead. Ship names, routes and the Kijang berth come from local news coverage of the 2026 Lebaran season, which is reliable on which ships call but says nothing about the sailing cycle or fares. KM Ciremai is named by Wikivoyage as the Jakarta ship but did not appear in the 2026 reporting. Check the current cycle at the Pelni branch office in Tanjung Pinang.

Inter-island fares from Sri Bintan Pura are from a November 2023 listing and predate at least one fuel price change. The route pattern was re-confirmed for July 2026 but the prices were not.

The Sri Bintan Pura port fee has a confused recent history: Pelindo announced a rise, cancelled it on 31 January 2025 after public pressure, then announced it again from 15 March 2025 for the international gate, and the provincial assembly was still objecting in mid-March. Sindo Ferry's fare page states Rp100,000 for foreigners and Rp75,000 for Indonesians effective 1 June 2025, which is the best current figure, but it is an operator's page rather than a Pelindo tariff notice.

The Penyengat pompong jetty is moving. Pelantar Kuning is deteriorating and PT Pelabuhan Kepri began shifting boatmen to Pelabuhan Kuala Riau at Pelantar II in December 2024, with only seven of about sixty agreeing at first. Both may still be in use; ask which one is loading when you arrive.

Angkot fares are soft. The Rp7,000 to Rp10,000 city fare is a single driver's quote from 2023; Wikivoyage still carries Rp3,000 and Rp5,000 figures from different years. No published municipal tariff for angkot was found, unlike the pompong, which has one.

Bintan Resorts' own website is behind a bot check that only yields to an HTTP/1.1 request with a desktop browser user agent, so its pages are readable but awkward to re-verify. The Telaga Punggur to Lagoi speedboat schedule on it is labelled effective 1 September 2024 and may be stale.
