Vieques
Almost everyone arrives on the government ferry from Ceiba or a short island-hop flight; almost everyone then rents a car or scooter because publicos only reach a few beaches.

8 ways of moving, each with its rule
We confirmed five ways of moving to, from or around Vieques: two by water, one by air, one by road and one hired or on demand, from 12 sources. Three entries are not a service at all but a rule that decides whether travel happens: a permit, a closure, a border, a season or an authority's say-so. One of them runs only on demand or when the seats are full, so there is no timetable to show; the rule is written where the timetable would be.
The fares were seen in 2025 to 2026; a fare from an older year is a floor, not a price. We rate 2 of the 8 high confidence, our own judgement of the sources. The entry was checked on 28 September 2026, and ends with six things we could not confirm.
By water
Ceiba – Vieques passenger ferry
Ceiba ferry terminal to Isabel Segunda terminal, Vieques
Terminal is on PR-975 in Ceiba, not in Fajardo; parking on site costs a few dollars
- When
- Several sailings a day, roughly every 2–3 hours; full timetable posted at the terminal and on the operator's site
- Takes
- 60–90 minutes
- Fare 2026
- $2 per person each way (unchanged as of May 2026); a planned $11.25 each-way fare for non-residents of Vieques/Culebra was frozen by the governor and pushed back to 31 December 2026
Seasonyear-round; frequent short-notice cancellations, see service_status entry. Bookingbuy online in advance in high season; same-day window sales depend on capacity release. Run byHMS Ferries for the Autoridad de Transporte Integrado (ATI); tickets at puertoricoferry.com.
Bioluminescent bay (Mosquito Bay) tour
Puerto Mosquito / Mosquito Bay, reached by tour boat or kayak, not by independent visit
Book a tour operator in Esperanza; the bay itself is inside the Vieques National Wildlife Refuge
- When
- Nightly tours, but timed to the lunar calendar
- Takes
- About 1–2 hours on the water
- Fare 2026
- Tour price not confirmed from an operator page fetched in 2026
SeasonBioluminescence is much dimmer or invisible around the full moon; operators usually pause or discourage trips for two to three days either side of it. Bookingbook ahead, independent access without a licensed tour is discouraged and boat motors are restricted in parts of the bay to protect the organisms. Run byLocal tour operators such as Island Adventures Biobay Tours.
Rules, permits and closures
Ferry reliability and resident boarding priority
Ceiba – Vieques ferry service as a whole
Check for service alerts before travelling; arrive at least an hour ahead regardless
- When
- Cancellations and delays are frequent and often decided same-day by HMS Ferries, the operator, or by protests at either terminal
- Takes
- n/a
- Fare 2026
- n/a
Seasonyear-round problem, not seasonal; boarding order gives bona fide island-municipality residents priority over anyone who bought online, who in turn board before window-ticket buyers. Bookingnone; this is a standing operating rule, not a reservation. Run byHMS Ferries / Autoridad de Transporte Integrado (ATI).
Former Navy land access, Vieques National Wildlife Refuge
Roads into the former bombing range and eastern/western tips of the island, now mostly Fish & Wildlife land
Marked refuge entrances; some interior roads remain closed or restricted for unexploded-ordnance clearance
- When
- n/a
- Takes
- n/a
- Fare 2026
- no fee confirmed
Seasonsome beach and interior roads are unmarked single-lane dirt tracks; carry fuel and a local contact, cell coverage is patchy. Bookingnone confirmed, but posted refuge rules apply and some zones are gated. Run byU.S. Fish and Wildlife Service.
Hurricane season disruption
All ferry, flight and road access to and within Vieques

SeasonAtlantic hurricane season runs 1 June to 30 November; ferry and small-plane service can be suspended with little notice and the ferry's existing reliability problems compound during storms. Run byNational Weather Service / ATI / airlines decide service suspensions.
By air
Vieques Air Link island hop
San Juan Isla Grande (SIG) or Luis Muñoz Marín (SJU) to Vieques (VQS), also Ceiba (NRR) and Culebra (CPX)
Book online at viequesairlink.com or by phone; check in at the small terminal counter
- When
- Multiple flights daily; the operator's own participant agreement names a 9-passenger Britten-Norman Islander and a 5-passenger Piper PA32-Cherokee, and no flight count is published
- Takes
- About 30 minutes from Isla Grande
- Fare 2026
- Fare not published on the operator's own pages as fetched in September 2026; a 2015 Wikivoyage figure of about $75 one way from Isla Grande is too old to trust
Seasonyear-round. Bookingbook ahead in high season; luggage allowance is limited on these small aircraft. Run byVieques Air Link, Inc. (DOT commuter air carrier authorization).
By road
Publico from the ferry terminal or airport
Isabel Segunda ferry terminal or Vieques airport to Esperanza and other towns
Publicos (shared vans) wait at the ferry dock for arriving passengers; at the airport ask the outside café to call one
- When
- On demand, timed around ferry and flight arrivals
- Takes
- 10–20 minutes to Esperanza
- Fare 2025
- Locals pay about $3 each way to anywhere on the island; visitors are often asked for more and may need to negotiate
Seasonyear-round. Bookingnone, pay the driver; calling ahead for airport pickup does not guarantee a short wait. Run byindependent publico drivers.
Hired, booked and on demand
Car rental on Vieques
Island-wide, especially the dirt roads to the beaches inside the former Navy land
Small local agencies, several based near the ferry terminal in Isabel Segunda; book ahead in high season
- When
- n/a
- Takes
- n/a
- Fare 2026
- Prices not confirmed from an operator page fetched in 2026
Seasonyear-round; a small truck or 4x4 is recommended for the unpaved beach roads. Bookingreserve ahead, especially in high season; a car rented on mainland Puerto Rico usually cannot be taken across on the ferry. Run byLocal agencies including Acevedo's, Chepito's, Island, Marcos and Maritza Car Rentals, plus Avis.
What we could not find out
6 things the researcher looked for and did not find, in their own words, with where to ask instead. None of this goes into the planner; it stays here until someone confirms it.
- 01
The recon brief's claim that 'Ceiba replaced Fajardo' is broadly right for the current era but Wikivoyage's own Vieques article still describes tickets sold online at porferry.com, which now only redirects to puertoricoferry.com (operated by Hornblower/HMS Ferries) - the article is out of date on the booking channel even though the terminal location (Ceiba) is correct.
- 02
A large non-resident fare increase (to $11.25 each way) was formally adopted by ATI in 2018 but has been postponed by executive order at least three times through 2026, most recently frozen until 31 December 2026; the $2 fare in this file is what riders actually pay as of the sources fetched in September 2026, but this is a live political dispute and could change on short notice.
- 03
Current car-rental, scooter-hire and bio-bay tour prices could not be confirmed from any operator's own page reachable during this research; Puerto Rico tourism-board and municipal government domains (pr.gov, vieques.pr.gov, puertospr.com) were unreachable, matching the recon notes.
- 04
Vieques Air Link and Cape Air's own current one-way fares were not confirmed; both airlines' booking pages should be checked directly rather than relying on the 2015 figure that circulates in older guides.
- 05
An earlier draft of this entry described Vieques Air Link as flying 6–8 seat Islander, Trislander and Piper Cherokee 6 aircraft. The word Trislander does not appear anywhere on viequesairlink.com, and the airline's own participant agreement names only a 9-passenger Britten-Norman Islander and a 5-passenger Piper PA32-Cherokee. The fleet description has been corrected to what the operator states; the full current fleet was not confirmed.
- 06
A cargo_boat option for a separate Ceiba–Vieques freight sailing has been removed. Its only source was a 2014 NotiCel report of a protest over passenger ferry service run by the old Autoridad de Transporte Marítimo, which does not mention freight at all – the word 'carga' does not appear in it – and so supported none of the frequency, duration or operator stated. Islanders' goods plainly arrive by sea, but no source naming the cargo service, its operator or its schedule was found. Ask the municipal cargo agents at the Ceiba terminal, or ATI.
What the planner can route today
The options above live on the place page, not in the departure board: a boat that comes when you phone has no time to show. What the board can do for Vieques is this.
