Buggala Island is reached by one of three government or PPP ferries whose reliability changes year to year, or by the free Bukakata-Luku vehicle ferry treated as a public road; the outer islands are reached only by wooden lake taxi or fishing boat, and the straight-line closeness to Entebbe means almost nothing once the lake decides otherwise.

11 ways of moving, each with its rule

We confirmed seven ways of moving to, from or around Ssese Islands: four by water, one by road, one hired or on demand and one under your own steam, from 14 sources. Four entries are not a service at all but a rule that decides whether travel happens: a permit, a closure, a border, a season or an authority's say-so. Three of them run only on demand or when the seats are full, so there is no timetable to show; the rule is written where the timetable would be.

The fares were seen in 2017 to 2025; a fare from an older year is a floor, not a price. Eight fares carry no year, because they could not be confirmed and the field says so. We rate none high confidence, our own judgement of the sources. The entry was checked on 28 September 2026, and ends with nine things we could not confirm.

Bukakata (Luku) to Bugoma free vehicle ferry

Bukakata is 39 km east of Masaka town off the main Masaka-Kampala road. The government treats this crossing as a public road: since a 2009 concession with Kalangala Infrastructure Services (KIS) Ltd, Kampala pays an annual subsidy so passengers and vehicles cross free. Drive or take transport to Bukakata landing and drive straight onto the pontoon.

MV Kalangala, Nakiwogo (Entebbe) to Kalangala Bay

Nakiwogo is reachable by taxi or boda-boda from Entebbe town; there is sometimes a minibus. This is the historic government car-and-passenger ferry and the most direct route from the capital area, but its record for reliability is poor: Google News search results (titles only, article text not accessible in this pass because monitor.co.ug and chimpreports.com refused every fetch attempted, including over HTTP/1.1 with a browser user agent) show repeated suspensions for maintenance and breakdowns stretching from at least 2018 through a December 2025 headline describing it as grounded and costing island businesses custom over the festive season. Confirm sailing status locally or with Kalangala District before relying on it.

MV Rafiki, Nakiwogo (Entebbe) to Bukasa Island

A 250-passenger vessel launched in November 2025 under a public-private partnership between the Government of Uganda and Nation Oil Distributors Ltd (NODL), intended as a second, more direct link to the islands. It serves Bukasa, one of the outer Ssese islands, rather than the main Buggala/Kalangala Bay landing, so check which island you actually need before booking. A Daily Monitor headline dated 31 August 2026 reported the vessel suspended for three weeks after a debris incident on the lake; this pass could not open the article (monitor.co.ug refused every fetch) so the suspension's cause, current status and any resumption date are unconfirmed here.

Lake taxis to Banda, Bubeke and the outer islands

From Kasenyi fishing terminal (between Kampala and Entebbe) and from landings on Buggala, to the smaller inhabited islands including Banda, Bubeke, Bufumira, Kyamuswa and Mazinga

These are large wooden cargo-and-passenger boats, roughly 10 m long, that carry goods (ice, soda, bananas) as well as people; there is no dock at Kasenyi, so passengers are carried through chest-deep water by porters. According to Wikivoyage, timings vary and are best confirmed with your destination in advance, boats do not reliably keep to any schedule, and they carry no life vests. A 2019 report on a US-donated ambulance boat for the district independently confirms that outer-island residents in Bufumira, Kyamuswa, Bubeke and Mazinga have historically relied on cargo boats for routine travel, including medical referrals, for lack of any scheduled passenger service.

Not a vehicle: whether the ferry above stays free depends on whether central government pays its side of the concession on time. Kalangala's district leadership has said the operator threatened to start charging when the subsidy fell behind; central government has since paid, but the arrangement is renewed rather than permanent. Ask locally, or at the Kalangala District Local Government offices, whether the free crossing is currently in force before you plan on it as a certainty.

Treat the MV Kalangala listing above as describing a route that exists on paper, not a guaranteed sailing. Uganda's national press has run a steady stream of headlines on the vessel over 2018-2026 (breakdowns, maintenance suspensions, grounding, contract disputes) that this pass could not open in full because both principal outlets, Daily Monitor and ChimpReports, blocked every fetch attempted, including a browser user agent over HTTP/1.1 and a text-extraction proxy. Do not book onward travel assuming this ferry is sailing; ask at Nakiwogo or Kalangala, or check whichever Ugandan outlet is reachable on the day.

All Entebbe/Nakiwogo-Kalangala crossings

As of a December 2025 campaign rally in Kalangala, President Museveni was still fielding public complaints that the ferries "operate for only a few hours and they do not move at night" and pledged to look into restoring night sailings, a promise made before on this route and not yet delivered as of this research pass. Plan to arrive at Nakiwogo or Bukakata in daylight; there is no confirmed after-dark crossing to fall back on.

Lake Victoria storms decide whether any small boat sails

All wooden-boat and lake-taxi crossings around the Ssese Islands

Not a vehicle, but the single most important fact for anyone using the small boats: Lake Victoria's storms have repeatedly capsized overloaded wooden boats and small ferries around the Ssese Islands, and Wikivoyage's own safety section for the islands warns that the mainland ferry is unreliable and that small wooden launches, substituted when it is not running, can be overwhelmed by waves. No individual harbourmaster or single decision-maker for the outer-island boats was identified in this pass; in practice, boat owners themselves decide whether to sail. Do not board an overloaded boat, and do not press a boatman to leave in poor weather.

From Masaka's main taxi park, ask the conductor for Nyendo or ask to be dropped at Nyendo stage; several open-back pickup trucks run the 40 km to Bukakata through the day, filling before they leave. No current fare list, operator body or route map for the island's boda-boda riders was found on a government, news or operator page in this research pass; this entry is included because the brief and general knowledge of the island make clear they exist and matter, not because a source could be cited for terms.

9 things the researcher looked for and did not find, in their own words, with where to ask instead. None of this goes into the planner; it stays here until someone confirms it.

    The brief's premise that Entebbe is close in a straight line and far by any actual route is confirmed by every source found: there is no direct road (Lake Victoria is in the way), and every crossing from the Entebbe side depends on a ferry with a documented history of extended groundings.

    MV Kalangala's exact status on the research date (28 September 2026) could not be confirmed. Google News RSS listed a headline from 4 September 2026, "Passengers complain over Kalangala ferry" (Daily Monitor), suggesting it was running but with service complaints; earlier headlines from December 2025 described it as grounded. Both monitor.co.ug and chimpreports.com refused every fetch attempted in this pass, including a browser user agent over HTTP/1.1 and a text-extraction proxy, so neither could be opened to confirm. Ask at Nakiwogo, or check a Ugandan news site that is reachable on the day, before relying on this ferry.

    MV Rafiki's suspension reported by Daily Monitor for 31 August 2026 (three weeks, following a debris incident) could not be confirmed in full text for the same reason; treat it as an unconfirmed lead, not a fact, until a working source is found.
