Sheki (Şəki)
Sheki sits at 500 m on the southern slope of the Greater Caucasus, 291 km from Baku by road, and almost everyone arrives on the same road. Coaches and marshrutka vans leave Baku International Bus Terminal – the avtovağzal on the purple metro line – eight or more times a day for 13.40 to 13.60 AZN and take four hours in a van, five or six in a coach. They terminate at Sheki Central Bus Station, which is in the new low town about 2.5 km from the Lower Caravanserai, not in the old quarter people come to see, so there is always a last leg by city bus or a 1–3 AZN taxi. The railway is the famous trap: Şəki station is not in Sheki at all but 17 to 20 km south at the junction near Baş Layısqı, and the overnight Baku–Balakan sleeper that served it is suspended – mudflows wrecked the Qax–Balakan track in July 2026, trains were cut back to Qax and then stopped, tickets refunded, and as of late September 2026 Azerbaijan Railways shows no long-distance departure from Baku beyond Qazakh and Tbilisi. Regional marshrutkas from the bus station reach Zaqatala, Qax, Oğuz and Qabala for one to three manat and Balakan twice a day for 5 AZN; Lahic is not reachable directly and needs a change at İsmayıllı. Inside town there are roughly two dozen numbered city bus routes inherited from Soviet days, at a few qəpik, but the numbers on the windscreen matter less than the destination painted beside them – locals read 'Avtovağzal', 'Bazar' or 'Kiş', not the number. Kish village and its Caucasian Albanian church, 7 km uphill, are the standard half-day trip: bus 15, 23 or 24 from the new bazaar, or about 3 AZN by Bolt. Georgia is close – the Lagodekhi crossing beyond Balakan is a beautiful two-hour run – but the border works one way only: you can leave Azerbaijan by land, you cannot enter.

10 ways of moving, each with its rule
We confirmed eight ways of moving to, from or around Sheki: six by road, one by rail and cable and one hired or on demand, from 46 sources. Two entries are not a service at all but a rule that decides whether travel happens: a permit, a closure, a border, a season or an authority's say-so. One of them runs only on demand or when the seats are full, so there is no timetable to show; the rule is written where the timetable would be. One needs a phone call or a message before you turn up.
The fares were seen in 2018 to 2026; a fare from an older year is a floor, not a price. One fare carries no year, because it could not be confirmed and the field says so. We rate 3 of the 10 high confidence, our own judgement of the sources. The entry was checked on 22 September 2026, and ends with ten things we could not confirm.

Baku to Sheki coach
Baku International Bus Terminal to Sheki Central Bus Station, 291 km
Baku's intercity terminal, the Bakı Beynəlxalq Avtovağzal Kompleksi, sits next to Avtovağzal metro station on the purple line; from the Old City this is three changes (red line to 28 May, green to Memar Ajami, purple to Avtovağzal) on one ticket. Leaving the metro, follow the underpass to the north side of the terminal, go in through the glass doors and take the stairs to level three, then follow the green 'Rayon avtobuslarına' signs to the regional hall. Cash desks and the departure screens are there; the screen gives the perron number for your bus. Google Maps has shown this terminal as permanently closed for years – it is not. The terminal publishes its own route list with times, distances and fares. On the current board there are eight Baku–Sheki coach departures a day, 291 km scheduled at exactly four hours, and the same page also covers Qabala (214 km, 11.90 AZN), Oğuz (215 km, 13.50 AZN), Zaqatala (360 km, 16.00 AZN) and İsmayıllı (173 km, 6.50 AZN) if you want to break the journey. Coaches are more comfortable and slower than the vans; travellers put the real coach time at five to six hours against four and a half by marshrutka. Avoid the overnight departures if you can – the last stretch is a mountain road.

Baku to Sheki marshrutka vans
Baku International Bus Terminal to Sheki Central Bus Station via the M2
The vans leave from the same regional hall as the coaches and cost the same, but there are more of them and they are about two hours quicker. A marshrutka in Azerbaijan is a fixed-route minibus, often a converted van; seats are tight, luggage space is limited, and drivers on this road have a reputation. If you have a large case, arrive early so the driver can pack it. Coming back, vans leave Sheki bus station from 06:30 with one every 30 to 60 minutes until the last at about 18:00 – you do not need to plan around a timetable, you just turn up. Sheki bus station is open 06:30–17:00 and again 09:00 to midnight; the ticket office is round to the left at the back of the building near the ranks. Vans have the destination in the windscreen, so look for 'Bakı'. There are two roads from Baku and most drivers take the M2; expect one rest stop at a roadside restaurant, and a long, curving, increasingly bumpy final stretch.

Shared and private taxis to and from Baku

In Baku the shared-taxi drivers do not use the terminal building; they wait outside the front entrance on the main highway, and one will come forward if you slow down. You pay per seat and the car leaves when four passengers are found, or you buy the empty seats and go straight away. In Sheki the same trade works out of the bus station car park – ask around at the ranks. There is no fixed tariff, so price it against the apps: Bolt quotes 100–140 AZN for the whole car Baku to Sheki depending on the hour, and private drivers ask 140–180, which is roughly 35–45 AZN a seat between four. A car is the fastest way to do this route – four and a half hours on the M2 – and it is what people hire if they want to stop at Şamaxı, Lahic, the Diri Baba mausoleum or Qabala on the way. A 36-hour car-and-driver for that sightseeing run is a common arrangement. For the Georgian border, Sheki hotels organise a car to the crossing for 40–60 AZN.

Regional marshrutkas from Sheki bus station
Sheki avtovağzal to Zaqatala, Qax, Oğuz, Qabala, Balakan, Ganja, Mingəçevir and the villages
Everything regional leaves from Sheki Central Bus Station at the south-west edge of the new town, about 2.5 km from the Lower Caravanserai. Vans carry the destination in the windscreen rather than a number, and although the board shows nominal departure times, a van leaves when it is full – early if it fills fast, twenty or thirty minutes late if it does not, so get there half an hour ahead for a seat worth having. The ticket counter is round to the left at the back near the ranks, staff speak Azeri, Russian and Turkish, and there are tea shops and kiosks by the stands. Useful runs, with the year each was reported: Qax at 08:00, 10:00 and 11:30, 45 minutes, 1 AZN (2022; Wikivoyage's list is 08:00, 11:30, 15:00, 17:30 at 1.40 manat); Zaqatala at 07:00, 09:00, 11:00, 11:40, 15:00 and 16:30 (2019); Balakan at 10:00 and 14:00, about two to three hours, 5 AZN (2025); Oğuz roughly six times a day at 1.50 manat and Qabala via Oğuz at 06:50 and 14:00 for 2 manat (2019), with a 09:00 Qabala–Sheki service at 2.70 AZN reported in 2023; Ganja at 08:00, 08:30 and 13:30 for about 3 manat; Mingəçevir four times a day for 2 manat. Lahic is the exception: there is no direct service. You go to İsmayıllı and pick up a local van or a taxi for the last stretch, or hire a car – Lahic is a three to four hour drive from Sheki.

Sheki city buses and the Soviet route numbers

Sheki has roughly two dozen numbered city routes, a network laid out in Soviet times and never renumbered, which is why the lists do not agree: Wikivoyage documents 1a, 3a, 4, 5, 6, 7, 8, 9, 11, 14, 15, 17, 18, 20, 22, 23 and 24 with gaps in the sequence, the sign at the Təzə Bazar stop lists 4, 5, 8, 10, 11, 14, 15, 24, and travellers report 2, 4, 5, 8, 10 and 11 all working the bus-station run. Do not fight the numbers. Every bus carries its destination painted or propped beside the number, and that is what locals read – 'Avtovağzal' for the bus station, 'Bazar' for the new market, 'Kiş' for the village. Most routes touch one of three points: the bus terminal, the town centre or the new bazaar. Coming off a Baku bus, walk out of the station car park and north up the road to the marked stop in front of the UniBank by the fountain: buses from there run into the centre, past the Lower Caravanserai and on up to the Khan's Palace, and taxis wait on the same corner. Going the other way, the town-centre stop is in front of Little City Park opposite Respublika Bank. For the palace itself, several routes including 22 climb Akhundzade Avenue to the top of the old quarter, which saves a steep walk. Bus 11 or anything marked 'bazar' gets you to the Təzə Bazar produce market in the new town. Pay the driver as you get off, not as you board.

Kish village bus
Sheki new bazaar to Kiş, 7 km uphill
Kish is the standard half-day out of Sheki – a stone-walled mountain village 7 km north with the Caucasian Albanian church, and the trailhead for the walk up to the Galarsan-Görərsən fortress. City buses 23 and 15 run there from the new bazaar (Təzə Bazar) in the low town, and route 24 also serves the village and is reported to set passengers down closer to the mountains, which matters if the fortress is your target: from the village it is another 2.5 km north on foot up to the ruins. Buses are infrequent enough that most visitors pay for a car instead – about 3 AZN one way on Bolt, or roughly 10 AZN for the round trip with the driver waiting while you see the church. Kish is noticeably higher, cooler and wetter than Sheki; it can be sunny in town and fogged in up there. Note that a bridge from Kish up to the higher recreation areas was reported close to collapse after the June 2026 mudflows, so check before heading further up the valley.

The Baku – Balakan sleeper via Şəki station (suspended)
Baku 28 May station to Şəki station, 17–20 km south of the town, continuing to Qax, Zaqatala and Balakan
Not running as of September 2026 – see the warning below before planning around it. When it runs it is the one genuinely pleasant way to cover this distance: a domestic sleeper leaving Baku's 28 May station at 23:50 and reaching Şəki at 05:48, returning from Şəki at 00:45 and into Baku at 06:50, with Standard (open-plan bunks), Standard Plus (four-berth compartments, sandwich and tea) and Business (two-berth, breakfast) classes, bedding and wi-fi included. It is much cheaper than the international Tbilisi train and the classic budget trick is to ride it to Balakan and cross into Georgia in the morning. The catch is the station. Şəki stansiyası is not in Sheki; it is out on the plain near Baş Layısqı, about 17 km from the centre by the older Wikivoyage measure and 20-odd by road. There is no scheduled station bus. You either take one of the taxis that meet the train – 5 to 10 AZN depending on how you bargain, and Wikivoyage's older figure of 10 manat from town still circulates – or you flag a Baku-bound bus or marshrutka on the main road and ask to be put down at the dəmir yolu, then walk the last 200 m. Buying a ticket needs a passport, online sales close three hours before departure, and an online purchase is only an order confirmation: collect the paper ticket at a station at least an hour before you travel.

Taxis are everywhere and cheap, and they are the sensible answer to Sheki's one real problem, which is that the sights are uphill from where the buses drop you. Bolt works in Sheki and is the fastest way to get a fair price – 1 to 2 AZN from the centre to the palace, 1 to 3 AZN from the bus station into town. Off-app, flag one in the street rather than taking the first car at the station rank; 2 to 6 AZN covers most trips across town. Addresses are close to useless because streets were renamed after independence, so name a landmark: Xan Sarayı for the palace, Karvansaray for the Upper Caravanserai, Təzə Bazar, Avtovağzal. If it is raining or you cannot manage the climb, ask for Mirza Fatali Axundzadə Street and go into the castle complex through the back gate, which drops you level with the palace instead of below it. Hotels will call a car, and the better hotels in town also fix the long runs – the Georgian border for 40–60 AZN, Kish and back for about 10.

Over the Caucasus foothills to Georgia – Balakan / Lagodekhi

This crossing works one way only. Azerbaijan has kept its land and sea borders shut for entry since 2020 and that has not changed: you may leave the country by land, but you cannot arrive that way – the only overland entry is the Tbilisi–Baku train for visa-free nationalities. Leaving is straightforward. From Sheki bus station take the marshrutka with 'Balakən' in the windscreen, two a day at 10:00 and 14:00, five manat, two to three hours through Zaqatala on what travellers regularly call the most beautiful border road they have driven. In Balakan you are set down at an open square that doubles as a taxi rank; a shared taxi to the border post is about 4 AZN a head for the 16 km, or 0.50 manat on a minibus if one is going. Walk through the Azerbaijani terminal, bags through the x-ray, passport stamped, then over the bridge to the Georgian side. There are ATMs, a money changer and a small shop just outside the Georgian terminal – change leftover manat there. From the border it is 4 km to Lagodekhi town, about 10 GEL by taxi, and from Lagodekhi there are marshrutkas and shared taxis to Tbilisi through the day, around 12 GEL a seat shared or 50–60 GEL for a private car; for Sighnaghi get off at Tsnori. The alternative is the Qax route: Sheki to Qax by bus (45 minutes, 1 AZN) and then one of the direct Qax–Tbilisi marshrutkas at 08:15, 09:00, 14:00 and 16:00 for 8 manat, which avoids the taxi chain – but these fill, so have your guesthouse phone ahead and book a seat. A car straight from Sheki to the border is 40–60 AZN. Start early: services on both sides thin out through the afternoon.

Caucasus weather – snow in winter, mudflow in early summer
The M2 and R16 approaches to Sheki, the Qax–Balakan railway, and the village roads north of town
Sheki is at 500 m with the main range immediately behind it, and the weather governs the network twice a year. Snow is heavy in January and February; the town itself keeps working but the long mountain road in from Baku is slower, night travel is a poor idea, and the higher villages – Kish is markedly colder and wetter than Sheki – can be cut off. The bigger recent disruption came from water, not snow. Heavy rain in June 2026 sent a mudflow down the river between Baş Göynük and Baş Şabalıd, flooded and closed the road, severed the link between Baş Şabalıd and the town and cut off Cunud, and left the small bridge from Kish up to the higher recreation areas close to collapse. In early July 2026 further mudflows damaged the railway on the Qax–Balakan section: trains were cut back to Qax on 9 July, and on 16 July Azerbaijan Railways announced the Baku–Balakan passenger service would be suspended from 1 August, refunding tickets in full. Nothing since has announced its return, and Azerbaijan Railways' own departure board for Baku in late September 2026 shows no service beyond Qazakh and Tbilisi. Practical upshot: treat the sleeper as unavailable until you see it live in the ADY app, and in spring and early summer check the state of any village road you plan to use before you commit to it.

Correction to the brief: the overnight Baku train is not currently a way to reach Sheki. Mudflows damaged the Qax–Balakan line in early July 2026, services were cut back to Qax on 9 July, and ADY suspended the Baku–Balakan passenger train from 1 August 2026 with full refunds. Azerbaijan Railways' Baku departure board in late September 2026 lists only suburban trains, Qazakh and Tbilisi. No resumption announcement was found. Guides written earlier in 2026, including Wander-Lush, still describe it as running.
