Panjakent and the Fann Mountains

Panjakent sits closer to Samarkand than to any Tajik city, and almost everyone arrives across the Jartepa/Sarazm border rather than over the passes; onward from town, every direction – Dushanbe over the Anzob tunnel, Khujand over the Shahristan pass, the Haft Kul and the Fann trailheads – is a shared taxi or a hired 4x4, none of it scheduled, and the mountain roads close with the first heavy snow.

How transport works here

11 ways of moving, each with its rule

We confirmed eight ways of moving to, from or around Panjakent: four by road, two hired or on demand, one under your own steam and one by air, from 16 sources. Three entries are not a service at all but a rule that decides whether travel happens: a permit, a closure, a border, a season or an authority's say-so. Three of them run only on demand or when the seats are full, so there is no timetable to show; the rule is written where the timetable would be.

The fares were seen in 2007 to 2026; a fare from an older year is a floor, not a price. We rate 6 of the 11 high confidence, our own judgement of the sources. The entry was checked on 28 September 2026, and ends with six things we could not confirm.

Rules, permits and closures

01
border crossing

Jartepa (Uzbekistan) – Sarazm (Tajikistan) border post

Samarkand's Kaftarkhona minivan station to the border, on foot across, then a Tajik taxi into Panjakent

From Samarkand, minivans and shared taxis for the border leave from Kaftarkhona station; on the Tajik side, shared taxis for Panjakent and Sarazm wait just past the post. There is no vehicle that crosses through – everyone walks the checkpoint and changes taxis on the far side

When
Minivans and taxis run through the day on both approaches, no fixed timetable
Takes
About 45 minutes Samarkand to the border by minivan; Tajik side to Panjakent about 15 minutes
Fare 2025
20,000 so'm by marshrutka or more by shared taxi to the border from Samarkand; С10–20 per person for the short Tajik-side hop (2023–2025)

SeasonYear-round; the crossing itself is not weather-dependent, unlike the mountain roads out of Panjakent. BookingNone, pay each driver in the local currency for that side. Run byIndependent minivan and taxi drivers on both sides.

02
service status

Jartepa post's current standing and traffic growth

Diplomatic and capacity status of the Jartepa–Sarazm crossing

Not a place to find; a fact to know before planning around this crossing at all

SeasonReopened in 2018 after a long closure; as of December 2025 the two governments were discussing raising the post's throughput and building trade, logistics and medical centres at it, meaning it is treated as a growing, not a fragile, crossing. Run byUzbek and Tajik transport ministries.

03
service status

Winter closure of the Dushanbe and Khujand passes

Anzob tunnel approach (Dushanbe – Chanak road) and the Shahristan pass

Not a service, but the fact that decides whether either shared-taxi route above runs at all in winter

SeasonRepeated winter avalanche closures are logged on the Dushanbe–Chanak road, e.g. seven avalanches shut the 78–81 km section in February 2026 with a multi-day avalanche-risk warning either side of it; Panjakent can be effectively cut off from Dushanbe and Khujand until roads reopen. Run byTajik road authority / IRS road maintenance company decide closures; avalanche and snowfall trigger them.

By road

04
share taxi

Shared taxis to Dushanbe over the Anzob and Shahristan passes

Panjakent to Dushanbe via Ayni, the Anzob tunnel and the Varzob gorge

Taxis for Dushanbe gather at the bazaar/taxi stand in Panjakent; drivers call the destination and fill a car before leaving. There is no bus or train on this route

When
No timetable; cars leave through the day once full, heaviest in the morning
Takes
About 5 hours in a shared taxi; 5 hr was the time reported in September 2019 after the road was improved
Fare 2023
About С120 per seat (2023). The same page records С100–150 in September 2019 and С140 in 2009 for the Dushanbe leg; both are older figures, not a current rangeSeen in 2023: a floor, not a price.

SeasonDry-season roads are good; the passes are avoided or close outright once winter snow sets in. BookingNone, pay the driver. Run byIndependent drivers.

05
share taxi

Shared taxis to Khujand over the Shahristan pass

Panjakent to Khujand via Ayni and the Shahristan pass, arriving at Khujand's Avtovokzal

Same taxi stand in Panjakent as the Dushanbe cars; ask for Khujand specifically, since Khujand-bound drivers use the Shahristan route rather than the Anzob one

When
No timetable; when full, mornings best
Takes
About 5 hours over the Shahristan pass road
Fare 2023
About С120 per seat (2023)Seen in 2023: a floor, not a price.

SeasonYear-round in principle; the Shahristan side is best avoided in deep winter. BookingNone, pay the driver. Run byIndependent drivers.

06
share taxi

Shared taxi/marshrutka east to Ayni

Panjakent to Ayni along the Zeravshan valley road

Same taxi stand as the Dushanbe and Khujand cars; Ayni is the crossroads about two hours east where the routes to Dushanbe and Khujand split, so some travellers break the journey there

When
No timetable; runs with the through-traffic to Dushanbe and Khujand plus local cars
Takes
About 2 hours
Fare 2025
Not separately confirmed; likely a fraction of the full Dushanbe/Khujand fare

SeasonYear-round on this shorter valley stretch. BookingNone, pay the driver. Run byIndependent drivers.

07
bus

City bus route 1 along Rudaki

One line running the length of Panjakent along the main Rudaki road

Board along Rudaki, the town's central axis; it is the only fixed in-town route, marked as bus number 1

When
Not documented; a single town line, expect it to run through the day rather than to a printed timetable
Takes
Town is small; end to end is a short ride
Fare 2025
Not confirmed

SeasonYear-round. BookingNone, pay on board. Run byMunicipal.

Hired, booked and on demand

08
offroad 4x4

Hired 4x4 to the Haft Kul (Seven Lakes / Marguzor Lakes)

Panjakent south into the Shing valley to the seven lakes

Hire through a Panjakent guesthouse or at the taxi stand; the lowest lake is reachable by ordinary car but the upper lakes and viewpoints need a high-clearance 4x4, and 2WD taxis in this valley routinely overstate what their car can do

When
On demand – arranged as a day hire, not a scheduled run
Takes
About 1.5 hours to the lowest lake
Fare 2007
About US$40 to hire a car for the day (2007, undated since); no current price confirmedSeen in 2007: a floor, not a price.

SeasonBest May–October; the side road is unpaved and rough beyond the lowest lake. BookingArrange the day before through a guesthouse or directly with a driver. Run byIndependent drivers and Panjakent guesthouses.

09
offroad 4x4

Hired car/4x4 to Artuch and the Fann Mountains trailheads

Panjakent into the central Fann Mountains (Artuch, Alauddin and Kulikalon areas)

Book a 4WD vehicle through a Panjakent travel agency or guesthouse rather than flagging a taxi cold; the valley's own advice is to insist on 4WD specifically for anywhere in these mountains

When
On demand only, no scheduled service
Takes
Varies by trailhead; several hours of unpaved driving beyond the paved valley road
Fare 2025
Not confirmed for 2025; arrange and agree the price with the agency or driver before departure

SeasonTrekking season is roughly June–September; the turbaza camps at Artuch and Allaudin operate in summer only. BookingArrange ahead through an agency, especially in high season when donkeys/porters for luggage should also be booked in advance. Run byIndependent drivers and Panjakent/Ayni travel agencies.

One way

On foot, by bike, or otherwise

10
hitchhiking

Waving down cars for onward or local trips

Anywhere in and around Panjakent and the Zeravshan valley where no other transport is going

Stand on the road and wave; it is a common, accepted way to move in Tajikistan when a taxi or marshrutka is not available

When
Depends entirely on passing traffic
Takes
Variable
Fare 2025
No fixed fare; drivers usually expect a small contribution toward fuel

SeasonYear-round where roads are open. Run byPrivate car owners.

One way

By air

11
chartered flight

Irregular small-plane flights to Dushanbe when passes close

Panjakent airport to Dushanbe

No booking office described in sources; flights are said to run only when the road passes are closed and enough passengers have gathered

When
No schedule; occasional, weather- and demand-dependent

SeasonMainly a winter fallback, when road passes are shut. BookingNo fixed booking process described; ask locally when the road is closed. Run byTajik Air, reported as the operator running these ad hoc flights.

What we could not find out

6 things the researcher looked for and did not find, in their own words, with where to ask instead. None of this goes into the planner; it stays here until someone confirms it.

  1. 01

No current (2025/2026) fare confirmed for hiring a car to Artuch or the Alauddin/Kulikalon trailheads; ask a Panjakent or Ayni guesthouse or travel agency directly.

  2. 02

The Haft Kul hire fare of US$40 is from 2007 and unconfirmed since; treat it only as an old data point, not a current price.

  3. 03

No fare found for the Panjakent–Ayni local run specifically, only its duration.

  4. 04

No confirmation found of a scheduled marshrutka service inside Panjakent beyond the single bus line 1; whether any other fixed in-town routes exist is unconfirmed.

  5. 05

The brief's premise that Jartepa 'reopened in 2018 after years closed' is confirmed by Wikivoyage, but no source found gives the exact closure start date or duration – only that it was long closed and reopened that year.

  6. 06

Current Tajik Air Dushanbe fallback-flight fares and schedule (if any) were not found; no source checked names a booking office, a price or a single dated departure, so the flights are recorded only as something to ask about locally when the passes shut.
