Jvari and the Enguri valley

Jvari is a town of about 800 people at 280 m where the Magana meets the Enguri, and almost nobody comes here on purpose. It sits at km 29 of the Zugdidi–Jvari–Mestia–Lasdili road, the only year-round way into Svaneti, so what you are really dealing with is a place people pass through: the Zugdidi vans on their way up the reservoir to Khaishi and Mestia, the Enguri dam 5 km north, and the Abkhazia administrative boundary line down the far side of the water. Two practical consequences. First, an upward van out of Zugdidi that is already full will not stop for you at Jvari, which is why locals ride 30 minutes back down to Zugdidi to get a seat, and why hitching is the normal way to go up. Second, everything here depends on one road: the Roads Department closes stretches of it for rockfall and snow, and the guidebook standby, the Tbilisi–Zugdidi night train, was cancelled in 2020, so the rail leg is now a single morning departure.

We confirmed eight ways of moving to, from or around Jvari: three by road, one by rail and cable, two under your own steam, one by air and one hired or on demand, from 37 sources. Two entries are not a service at all but a rule that decides whether travel happens: a permit, a closure, a border, a season or an authority's say-so. Two of them run only on demand or when the seats are full, so there is no timetable to show; the rule is written where the timetable would be. Two need a phone call or a message before you turn up.

The fares were seen in 2019 to 2026; a fare from an older year is a floor, not a price. Three fares carry no year, because they could not be confirmed and the field says so. We rate 4 of the 10 high confidence, our own judgement of the sources. The entry was checked on 28 September 2026, and ends with seven things we could not confirm.

Zugdidi – Jvari local marshrutka

Zugdidi to Jvari and Jvarzeni (Upper Jvari), about 32 km up the first stage of the Zugdidi–Jvari–Mestia road

Going up, the Jvari van leaves about a minute's walk from Zugdidi's main marshrutka station, just across the bridge; ask a driver "sad aris Jvari marshrutka". Coming back down, the van starts from the roundabout in Jvarzeni (Upper Jvari), and you can also flag it at the roundabout in lower Jvari on the main road; ask a local "me minda Zugdidi marshrutka". In Zugdidi it usually ends at the central market, a five-minute walk from the railway station, which is where trains and the Kutaisi, Tbilisi and Poti vans go from. There are also short local marshrutkas between lower Jvari and Jvarzeni, which matters because the two halves of the town are a steep hill apart.

Zugdidi – Mestia through vans, picked up or set down at Jvari

Zugdidi to Mestia via Jvari, the Enguri reservoir and Khaishi, 138 km

Two stands in Zugdidi, and which one works depends on the time of day. Morning vans wait at the small bus stand by Zugdidi market: walk past the main market, cross the river, take the first right along the riverside and look for the Mestia sign and a row of vans. Afternoon vans wait at the railway station to meet the Tbilisi train: leaving the platform, cross the tracks, turn left, walk to the far end and go down the steps to street level. Drivers leave when they have enough passengers, so vans scheduled for 10:00 have people sitting in them from 07:30. For Jvari, tell the driver before you pay and he will set you down at the roundabout, about half an hour out. Going up from Jvari is the hard direction: a van that left Zugdidi full will drive straight past you, which is why Wikivoyage tells travellers to go back down to Zugdidi first. Vans terminate near Seti Square in Mestia and normally stop once on the way, often near the Enguri dam.

Winter Delicas and shared taxis on the Svaneti road

Zugdidi or Jvari up to Khaishi and Mestia, and onward inside Svaneti

Locals draw a hard line between the marshrutka and the Delica, and it is worth learning. The marshrutka is a two-wheel-drive minibus running a fixed route for a fixed per-seat fare. The Delica is a high-clearance four-wheel-drive Mitsubishi van, hired as a whole vehicle rather than by the seat, and it is what keeps moving when snow or a wet landslide stops the minibus. In January to March, drivers on the Zugdidi run switch to Delicas, or there is simply no shared departure that day. Inside Svaneti the Delica is the standard hire: almost every family in Mestia has one and guesthouse owners arrange them, seating four to six. From Jvari itself there is no Delica stand; you arrange one through a Zugdidi or Mestia guesthouse, or ask at the tourist information desk in the Liberty Bank building on the Jvari roundabout, open roughly 15:00 to 17:00.

Tbilisi – Zugdidi day train, services 870 and 869

Tbilisi Central (Station Square) to Zugdidi, the railhead for Jvari and Svaneti

One train a day each way. Georgian Railway's own booking search shows 870 leaving Tbilisi at 08:15 and reaching Zugdidi in the early afternoon, and 869 leaving Zugdidi at 18:00 and arriving back in Tbilisi at 23:23, with three classes on sale. Buy at the station or online at tkt.ge, up to about three weeks ahead. There is no dining car and no wi-fi, and first class is worth the difference for the power sockets. At Zugdidi the train terminates at the main station; the Mestia vans wait at street level beyond the far end of the platform, and the Jvari van goes from the marshrutka stand by the market a short walk away. Important correction to most guidebooks: the overnight Tbilisi–Zugdidi train that used to connect with the dawn Mestia vans was cancelled in 2020 and has not come back. The overnight coach from Tbilisi is now the substitute.

The Zugdidi – Jvari – Mestia – Lasdili road and who closes it

Closures are declared by the Roads Department of the Ministry of Regional Development and Infrastructure, and it publishes each one, usually within the hour, at georoad.gov.ge/en/restriction. The page is a JavaScript app, but the same notices come out of a plain open endpoint, api.georoad.gov.ge/api/restrictions, paginated nine at a time, with Georgian titles and the exact kilometre marks. Typical entries for this road: all traffic banned at km 179 after a rockfall on 4 May 2026 and restored the same morning; the Jvari–Mestia stretch, km 29 to km 138, reopened on 18 March 2026; heavy snow on 1 December 2025 closing Ushguli–Lasdili outright and banning trailers and M3 buses over five tonnes between Mestia and Ushguli while Zugdidi–Mestia stayed open; and a twelve-hour shutdown of the Enguri river bridge at km 68 for repairs. The pattern is that Zugdidi–Jvari–Mestia is cleared through winter because Svaneti has two ski resorts, while everything above Mestia is seasonal. There is a hotline on +995 322 31 30 76. Winter tyres are compulsory December to March, and landslides have repeatedly damaged the stretch around Dizi and Shdkhiri.

This is the fact that shapes the whole valley. The dam wall stands on Tbilisi-controlled ground but part of the plant, the turbines included, is inside occupied Abkhazia, and the two administrations run the station jointly. The only crossing is the Enguri bridge near Zugdidi, controlled on the far side by the de facto authorities, who were still inspecting it in September 2026 and who close it at will, for example during their own elections. You cannot use it as a foreigner arriving from the Georgian side without permission issued in Sokhumi, and Georgian law treats entry to Georgia from Russia through Abkhazia as illegal, punishable by heavy fines or up to four years. The UK advises against all travel to Abkhazia and against all but essential travel to the strip next to the boundary. The line is generally unmarked and away from roads, so on foot north or west of Jvari, above the reservoir, you are relying on your own map. There is also a residual risk of unexploded ordnance along the boundary.

Avtostop up the Enguri valley

Jvari roundabout north towards Khaishi and Mestia, or south to Zugdidi

Because the through vans from Zugdidi often arrive full, Wikivoyage's advice for getting from Jvari to Mestia is to give up on them and stand on the road. Traffic heading to Mestia is steady, hitching is a normal way to travel in Georgia, and the upside is that you can stop at the dam and the Enguri canyon near Totani on the way. Use the roundabout in lower Jvari where the Mestia road leaves town, on the Mestia side, so a driver has room to pull in. A contribution towards fuel is expected and negotiated in advance; it may come to nothing. The one serious warning is weather: in rain and cloud on this road drivers will not see you, and the fog sits in the valley.

The question people get wrong: the Mestia road does not cross the dam. The Sh7 stays on the east side of the gorge and climbs past it towards Khaishi, and the crest is reached by a separate unclassified spur signed in Georgian as the access road to the Enguri arch dam, leaving the highway a little north of Jvari. Once you are on it the 271 m wall is free to walk across, with the reservoir on one side and a 270 m drop on the other. From Jvari you can walk or cycle there, but there is no path: you are on the shoulder of a road that mountain vans use. The easier version is to ask the Mestia marshrutka driver to stop, since he probably intends to take his break near the dam anyway. Further north, the Enguri canyon around Totani is worth a stop when the reservoir is drawn down and the old riverbed shows.

The way to skip the road altogether, if the weather agrees. Vanilla Sky is the only operator, and it flies from its own airfield at Natakhtari near Mtskheta, about 30 minutes north of Tbilisi, not from Tbilisi airport; a free shuttle runs from the city centre. Four to six flights a week, fewer in winter, under an hour in the air. The aircraft fly under visual flight rules, so cloud or poor visibility at either end cancels the flight, and the captain makes the call about an hour before departure. Baggage is capped at 15 kg per person, hold and cabin combined. Mestia airport is 111 km up the road from Jvari, so a flight in still leaves you the Mestia–Jvari leg by van, Delica or thumb. Have a road plan ready for the day it does not fly.

Zugdidi or Tbilisi to Jvari, the dam and Mestia

Bolt works in Zugdidi and will take you anywhere in the city for a few lari, which is the cheapest way from the station to a hotel, but it will not run you up the mountain. For that, drivers tout at the Zugdidi stands and the price is negotiated; guesthouses will call one. From Tbilisi, GoTrip is the usual booking platform for a fixed-price car with an English-speaking driver, and a stop at Jvari or the dam can be written into the itinerary. Locally in Jvari, a taxi to the Intsira waterfall at Chkvaleri should be cheap, and the same driver will normally wait. Georgian drivers on this road are also the reason Wikivoyage warns about a taxi cartel in Mestia: agree the number before you get in.

    Correction to the brief: there is no Tbilisi–Zugdidi night train. It was cancelled in 2020 and Georgian Railway's booking search now returns a single day train, 870 out at 08:15 and 869 back at 18:00. Note also that the search goes empty for dates more than about three weeks ahead, which is the ticket sales window and not evidence of a suspended line.

  2. 02

    Correction to the brief: the Zugdidi–Jvari–Mestia road does not cross the Enguri dam. The Sh7 runs past it on the east side of the gorge and the crest is on a separate signed spur, per OpenStreetMap ways 159029234 and 102635583.

  3. 03

    No separate Jvari–Khaishi or Khaishi–Mestia stage service could be confirmed. OpenStreetMap carries only one intercity minibus relation for the corridor, Zugdidi to Mestia, with no stops mapped, and no operator publishes intermediate fares. Ask a Zugdidi driver directly whether he will set you down at Khaishi and what he wants for it, and ask again at the Mestia stand for the reverse.

  4. 04

    The 2 lari Zugdidi–Jvari marshrutka fare comes from a Wikivoyage entry last revised in 2019 and could not be re-confirmed for 2026. Ask at the Jvarzeni roundabout before boarding.

    Vanilla Sky's booking engine returned "There are no available tickets" for every route and every date tried on 28 September 2026, including routes it certainly flies, so it looks like an empty inventory rather than a cancelled Mestia service.     Whether the Enguri dam crest is still open to walk across in 2026 rests on Wikivoyage alone. No operator or government page was found confirming public access to a working hydroelectric structure sitting on the occupation line, and the tourist centre, lift and tunnel tours described there are still only plans.

    No published timetable exists for the Zugdidi–Mestia vans. Departure times are what the drivers say on the day, and the only reliable planning tool is a phone call from a guesthouse the evening before.
